Unrestricted, SIC 1542, Business Size Standard is $27.5 Million. The
total estimated cost of construction is between $1,000,000.00 and
$5,000,000.00. Completion no later than 450 calendar days. Work
consists of construction of a 16,000 SF Public Safety Center (PSC)
which will house the Fort Myer Military Community (FMMC) Fire
Prevention and Protection Division; Directorate of Public Works (DPW);
Provost Marshall's Office (PMO); and Safety Office. The construction
site is located on Sheridan Avenue adjacent to the Physical Fitness
Center and the commercial zone of Fort Myer. The facility requires
anti-terrorist measures, administrative, sleeping, detention, reception
and common use areas. Installation of an intrusion detection system
(IDS). Project site will also require environmental clean-up.
Supporting facilities include utilities, electric service, fire
protection and alarm systems, paving, walks, curbs and gutters,
parking, apron area, storm water management, traffic control devices,
information systems, and site improvements. Access for the handicapped
will need to be provided. Heating and air conditioning (20 tons) will
be provided. Project also consists of demolition of existing fire
station (1,874 SF). A second building, the present location of the
PMO's office, will be retained as a typical historical period
construction facility and will be used for installation functions.
Anti-terrorism force protection measures include building screening.
This advertisement is a request for proposal (RFP)that requires
separate technical and cost proposals to be evaluated for low bid,
technically acceptable, for award of the project. The technical
evaluation criteria will be provided in the RFP. A price Evaluation
Preference for HubZone concerns will be part of this RFP. All
responsible sources may submit a proposal, which will be considered. In
order to comply with the Debt Collection Improvement Act of 1996, all
contractors must beregistered in the Central Contractor Registration
(CCR) to be considered for award of a Federal contract. The initial

imperative that all small disadvantaged business contact their
cognizant Small Business Administration Office to obtain Small
Disadvantaged Business Certification. Without SBA SDB certification, a
prime contractor nor a federal agency can receive SDB credit when
utilizing non-certified SDB contractors/subcontractors. Large business
firms are required to submit a subcontracting plan. The subcontracting
goals are 60% for small business, 15% for small disadvantaged business,
8% of women owned small business and 2% for HubZone business. The
subcontracting plan does have to be submitted with proposal. Plans and
