36 -- RUBBER TENSILE TESTING MACHINE SOL N00102-00-Q-1214 DUE 081400 POC Sherry Beal, (207)438-1320 This is a combined synopsis/solicitation for Rubber Tensile Machine, and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ) N00102-00-Q-1214 and replaces N00102-00-Q-1600 previously synopsized on 20 March 2000. The solicitation document and incorporated provisions and clauses are those in effect in Federal Acquisition Circular 97-18, part 12. Item 0001, Rubber Tensile Machine, to be similar or equal to Instron Model 4465 Column Table Mounted Testing System; capacity to be 5kN (500kg, 1,000 lb); quantity 1 each; equipment must have the the following features: the ability to produce test data with or without computer interface control (must be able to be operated in a manual mode if computer system is not operational); have minimum crosshead travel of 44 inches; be equipped with load cells capable of tolerating off-axis loading which may occur with specimen tearing at failure; system shall have a CMOS battery backup capable of saving the system setup parameters in the event of power failure; the sensor electronics shall provide automatic recognition and calibration of load cells and extensometers; provide an IEEE-488 standard interface for connection to a PC; PC shall contain Intel Pentium II processor 450MHz with 512k Cache, 128 MB 100 Mhz SRAM expandable to 384 MB, 4.3 GB EIDE hard drive, 3.5-inch 1.44MB diskette drive, US keyboard and Windows, Windows NT operating system, 17" monitor, color desktop laserjet printer; software must include machine control and pre-configured calculations for tension, compression, flexure, and peel testing, capability for real-time plotting/viewing of multiple plots and results simultaneously and printing reports, must be Windows based and be compatible with Windows 95, Windows 98, and Windows NT. Trade-in considerations: quotations shall identify if an Instron Model 1000 Rubber Testing Machine will be considered for trade-in, and, if so, identify the trade-in value to be deducted from the total price. In addition to hardware, pricing shall include the following: Installation, to include all necessary material (cables, wiring, conduit, etc.) for proper installation of equipment at Portsmouth Naval Shipyard and contractor shall test equipment to ensure proper operation prior to the government accepting the equipment; Training, to be accomplished at Portsmouth Naval Shipyard upon completion of equipment installation and shall be for 3-5 individuals on both the machine operation and PC software. The prospective contractor shall have the capability of providing service and support for the equipment within 24 hours of receiving a request. Quotations shall identify the name and location of the company that shall provide both warranty service and routine service/repairs. Upon receipt of quotations, appointments for optional demonstrations of equipment shall be set up. Demonstrations must take place within a 3-4 hour drive (via automobile) from Portsmouth Naval Shipyard, Portsmouth, NH, and shall be accomplished as within 3 days after receipt of proposals if possible. Delivery/installation of equipment and training must completed by 25 September 2000. Shipment to Portsmouth Naval Shipyard, Portsmouth, New Hampshire, freight included. Companies may submit more than one quotation. Each quotation shall include specification sheets for the quoted equipment.
