This notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). This is a Brand Name or Equal Acquisition. NASA
Langley Research Center intends to procure the following Brand Name or
Equal Wabash Item. Quantity: One each of a Wabash Genesis series
hydraulic vacuum press, Model GS30H-15 as described in the following
specifications: 7 5-30 ton compression force (adjustable); 7 heavy duty
slab construction; 7 15 inch left to right and 15 inch front to back
fully guided heated platens, cored for cooling with a maximum operating
temperature of 650F, sized for 150F minute heat-up rate, cartridge
heaters, full platen insulation including perimeter and 1/4 DIN digital
temperature controllers; 7 single opening width with 12 in open
daylight and 0 inch closed daylight; 7 5 inch bore JIC style clamp
cylinder for power in both directions (develops maximum clamping force
at 3055 psi); 7 12 inch stroke; 7 42 inch lower platen operating
height; 7 built-in truck lubes; 7 internal vacuum chamber with front
and rear hinged doors with interlock switches and a 3 inch NPT port for
vacuum source connection; 7 self-contained hydraulic system with 15
gallon reservoir with access panel and gauge for oil and temperature
indication, dual pump system with energy efficient TEFC motor, suction
line strainer, and water cooled heat exchanger; 7 hydraulic system
with 70 IPM closing speed, 5 IPM pressing speed, and 75 IPM opening
speed; 7 NEMA rated electrical control enclosure with programmable
controller with access module, operating buttons, and indicating
lights; 7 Control system proximity switches to control "slow close'
position and "cycle reset"; 7 Clamp pressure relief valve and gauge 7
460/3/60 supply voltage; 7 NFPA 79-1997 electrical standards including
non-fused disconnect 7 Electrically heated platens package; 7 Full
machine documentation; 7 Automatic platen cooling; 7 3 HP vacuum pump;
7 start-up assistance in Hampton, VA at LaRC; 7 automatic low pressure
system; 7 water-saver valve to control water flow through heat
exchanger; 7 electrical spare parts kit; 7 oil bath filter breather; 7
ammeters for heater burnout detection; 7 cycle counter with key reset;
The provisions and clauses in the RFQ are those in effect through FAC
97-19. This procurement is a total small business set-aside. See Note
1. The SIC code and the small business size standard for this
procurement are 3827 and 500, respectively. The quoter shall state in
their quotation their size status for this procurement. Delivery to
LaRC is required within 45 days ARO. Delivery shall be FOB Destination.
The DPAS rating for this procurement is DO-C9. Quotations for the
items(s) described above are due by 08/18/00 and may be mailed or faxed
to Attn: Mrs. Artistine Lethcoe-Reid, NASA, LaRC, Hampton, VA 23681 or
FAX NUMBER (757)864-6131 and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

regarding this acquisition must be submitted in writing no later than
08/19/00. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detailto
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
