Knoepfel, contract spec The Drug Enforcement Administration intends to
modify an existing contract with JSI Telecom, Inc.; a provider of
telecommunications equipment primarily used for the purpose of court
authorized telecommunication interception. The proposed contract
modification includes evolving technology upgrades that are 100%
forward and backward compatible with all existing JSI installed,
designed and manufactured equipment. The proposed contract modification
provides for the upgrade from various antiquated operating systems to
a Windows 2000 based operating system. The primary purpose of this
upgrade is to update the operating system, to provide a simpler user
friendly interface, that allows maximum flexibility in the installation
and operation of, non-proprietary software improvements, etc. The
government intends to acquire items that fully meet the Government's
evolving telecommunications needs, are interoperable with several
current government systems technologies at reasonable prices, have a
flexible architecture, are non-proprietary and allow future
expandability and interoperability with numerous subcomponents of
differing manufacturers of advancing technologies in non-proprietary
