synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA LaRC intends to
purchase one each of a Rotating cutting force Dynamometer with the
following minimum specifications: I. General Description Rotating
cutting force dynamometer to measure cutting forces during milling. The
dynamometer will be capable of simultaneously measuring forces in four
axes: the X (longitudinal), Y (transverse) and Z (vertical) axes, as
well as moments (torques) about the Z axis. The dynamometer will
include provisions for mounting to a milling machine and holding end
mills, a signal conditioner, all applicable interface cables and signal
pickups, and manuals. The system shall be completely integrated. II.
Features A. The dynamometer will be based on piezoelectric technology
in order to minimize deflection of the unit. B. The dynamometer shall
mount to a milling machine using a standard taper and provide two tool
holders for end mills (see item C under specifications). C. The
dynamometer shall be capable of providing force measurements over the
full range of travel of the milling machine, 55 inches longitudinally
and 17 inches transversely. D. The signal conditioner shall accept low
level signals from the dynamometer and shall provide high level
outputs (110 V DC) to interface with a data acquisition system. The
signal conditioner will accept remote commands from a computer via an
RS-232C interface. The signal conditioner shall have two output ranges;
range 1 shall be the full scale output (FSO) of the dynamometer, range
2 shall be 10% of FSO. III. Individual Component Specifications A.
Transducer (1) Rotation speed of 0 -- 5000 rpm; (2) Expected forces on
X and Y axes 14,000 lbs; (3) Expected forces on Z axis 16,500 lbs; (4)
Moment about Z axis 11,100 ft-lbs; (5) Permissible overload 20 %; B.
Signal conditioner (1)Number of channels 5; (2)Number of ranges per
channel 2; (3)Ratio of Range 1/Range 2 10; (4)Cut-off frequency per
channel 1 kHz; (5) Sampling rate per channel 7.8 kHz; (6) Resolution 12
bit; (7) Tolerance 10.025%; (8) Output signal range 110 V; (9) Analog
signal output connector BNC for each channel; (10)Power 110V AC/60 Hz;
(11)Remote control interface RS-232C; C. Machine-Tool Interface (1)
Dynamometer shall mount on milling machine using a number 50 Cat V
taper spindle adapter. (2) Dynamometer shall provide Weldon type side
lock holder mounts for securing 5/8 inch shank diameter and 1 inch
shank diameter end mills. The provisions and clauses in the RFQ are
those in effect through FAC 97-19. This procurement is a total small
business set-aside. See Note 1. The SIC code and the small business
size standard for this procurement are 3827 and 500, respectively. The
quoter shall state in their quotation their size status for this
procurement. Delivery to LaRC is required within 60 days ARO. Delivery
shall be FOB Destination. The DPAS rating for this procurement is
DO-C9. Quotations for the items(s) described above are due by COB
08/21/00 and may be mailed Mrs. Artistine Lethcoe Reid, NASA, LaRC
MS/126, Hampton, VA 23681 or faxed to (757)864-6131 and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

based upon overall best value to the Government, with consideration
given to the factors of proposed technical merits, price and past
performance; other critical requirements (i.e., delivery) if so stated
in the RFQ will also be considered. Unless otherwise stated in the
solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
52.212-3, Offeror Representation and Certifications -- Commercial Items
