402-4509 RFQ-NCI-90098-NV for a "Linear Accelerator System," which was
issued as a combined synopsis/solicitation in the Commerce Business
Daily (CBDNet) on July 14, 2000 and was amended on July 28, 2000 is
being amended again in order to answer the following questions from
potential offerors: QUESTION 1: Please provide drawings. ANSWER:
Drawings were provided to all offerors on the source list. QUESTION 2:
Additional clarification of "turnkey" is needed. Who is responsible
for required room renovation necessary for equipment installation, i.e.
electrical conduit, incoming power changes, water requirements and
chilling, floor cutting and concrete work for installation of new base
frame, floor tile replace, etc. A site visit will be necessary to
fully evaluate the scope of work required. How is this to be arranged?
ANSWER: The vendor is responsible for all installation work required
to make the machine fully operational. We do not believe the room will
require renovation in the classic sense, but electrical and plumbing
modifications will be necessary. The vendor is responsible for all
electrical service up to and, if necessary, including the wall breaker
outside the room. While existing conduit should be sufficient, there
is the possibility the vendor will have to provide more. Chilled water
is provided to the room, but the necessary plumbing connections to
hook it up properly is the responsibility of the vendor. Since the
system is a secondary loop system, any control valve will require a
bypass (3 way valve) in order to keep the secondary loop pump running
properly. The vendor may choose to run off the primary loop of chilled
water, but a heat exchanger must be provided which can deal with the
amount of sediment inherent in that system. Floor cutting, concrete,
work, etc are the vendors responsibility. The floor must be returned to
an "as is" or better condition. The Institute does not believe a site
visit is necessary for this type of work, nor does it believe the
proposed installation is unique. Installation staff familiar with
replacing a Varian high energy accelerator with one of its own products
should not find that the proposed installation is any more difficult
than others. Therefore, a site visit should not be necessary to develop
an installation estimate. QUESTION 3: Will NCI provide the appropriate
interfaces required for the IMPAC ACCESS system from IMPAC, including
modules for interface to the accelerator, MLC, Auto Sequencer and IMRT
or are these to be provided by the selected vendor from IMPAC and
provided with the equipment bid? The same requirement exists for the
EPID interface to the existing system. ANSWER: The vendor will be
responsible for making any connections to the record-and-Verify system
(IMPAC or whatever the vendor chooses to supply). The NCI will provide
the control computer and connection to the local server and currently
is licensed to add this equipment into the system. The vendor is
required to supply those additional modules, such as sequencer or IMRT,
necessary for the accelerator to carry-out its functions. Quotations
and all related materials must shall be received in the contracting
office by 3:00 PM EDT (local Washington, D.C. time) on August 14, 2000.
All submitted quotations shall acknowledge receipt of this amendment.
Except for the above clarifications, the July 14, 2000 combined
synopsis/solicitation (Submission No. 475011) and July 28, 2000
amendment (Submission No. 479886) remains unchanged. Posted 08/04/00
