E-MAIL: Michael B. Lalla, mlalla@wstf.nasa.gov. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The information required by FAR Subpart 12.6 is included in the on-line RFQ linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . NASA/JSC White Sands Test Facility intends to acquire a High Speed Imaging System (HSIS) to measure hypervelocity light gas gun (LGG) projectile launch velocity and perform debris cloud/ejecta studies in accordance with the NASA WSTF Procurement Specification date August 03, 2000. The Specifications are linked above or may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999)(MODIFIED) -- Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price, and past performance. Technical merit value characteristics are listed in the specificatons. It is critical that quoters provide adequate detail to allow evaluation of their quote (see FAR 52.212-1(b)). Failure to demonstrate the quoted product meets the minimum requirements may result in your quote being considered unacceptable. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Questions regarding this acquisition must be submitted in writing (e-mail preferred) no later than August 17, 2000. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
