NASA/LaRC plans to issue a Request for Quotation (RFQ) for Terrain Experts Incorporated Database Automatic Re-use Technology (DART) Regeneration Software and Maintenance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Terrex, Terrian Experts. Purchasing the DART Software will allow Crew/Vehicle Integration Branch (C/VIB) Researchers to convert existing Government-owned databases developed on SGI and other platforms to the low cost PC platform. This software will replace months to possibly years of software developers time and conduct the conversions by hand. DART will allow rapid changeover of existing database software enabling C/VIB to meet research goals in a timely manner. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 15, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
