Warfare Center, Division Newport, Rhode Island intends to award a
one-year contract with four (4) one-year options for bottled water.
Line items include 68 bottled water cooler rentals for the Newport,
Rhode Island facility and 3 bottled water cooler rentals for the
Niantic, Connecticut facility. We estimate a need for a total of 901
five-gallon bottles of water with cups to be delivered on a bi-weekly
basis (891 bottles to Newport and 10 bottles to Niantic bi-weekly). The
Government will award a firm-fixed-price contract to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government. The Government will evaluate technical
capability and price. The offeror shall demonstrate acceptable water
quality based on the results from a Bottled Water Analysis taken within
the last year. The Bottled Water Analysis shall include the results and
analytical method used pertaining to the bottled water
contaminant/substance level requirements addressed in 21 CFR 165.110.
The analysis shall also include the Maximum Contaminant Levels (MCLs)
for microbiological contaminants outlined in 40 CFR 141.63. The offeror
shall submit the analysis with the completed solicitation document. The
predecessor contract number is N66604-00-M-0027 with Crystal Spring
Water Company, Middletown, Rhode Island. A Request for Proposal will be
issued 10 August 2000, closing 31 August 2000, and we anticipate award
for 1 October 2000. Procedures per Parts 12 and 13 of the Federal
Acquisition Regulations will be followed. The acquisition is set aside
100% for Small Business under SIC 5149; size standard 500 employees
for supplies. All responsible sources may submit a proposal which shall
be considered by the agency. Our department no longer issues
solicitations or amendments in paper form. Instead, they may be
