intends to solicit and negotiate a sole source award from the National
Academy of Social Insurance (NASI). The purpose of this acquisition is
to develop a database containing State-level estimates of workers_
compensation costs for all 50 states and the District of Columbia. The
Contractor shall also provide a complete analysis of the data obtained
and estimate the number of persons in each state and the District of
Columbia who are receiving workers_ compensation benefits. NASI is the
only organization with the capability, access and expertise to produce
the workers' compensation data and analysis necessary to accomplish the
required effort. The anticipated period of performance is 12 months
with a one-year option period to track new developments and trends
within the different States. Authority for sole source procurement: 41
U.S.C. 253(c); Justification: Services required are available from
only one responsible source and no other services will satisfy
agencyrequirements. The proposed contract action is for services for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302-1. This notice of intent is
neither a request for competitive proposals nor an announcement of a
forthcoming solicitation. Requests for copies of a solicitation will
not be honored or acknowledged. Interested parties may identify their
interest and capability to fulfill the requirement. The capability
statement must be written and faxed to the Contracting Office at (410)
966-9310. If, after 18 AUG 2000, no viable responses have been
received, SSA shall issue a purchase order under the Simplified
Acquisition Procedures to NASI. A Determination by the Government not
to compete this proposed award based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
