SIC Code 8712. GSA announces an opportunity for design excellence in
public architecture. Professional Services are required for design of
a new Port of Entry to be located at Raymond, Montana. GSA intends to
contract for a Design Excellence A/E that best demonstrates a
commitment to design excellence, while providing a viable team
organization meeting the requirements set forth in this Announcement.
The Raymond Port of Entry must:1) "provide efficient and economical
facilities" for the use of the U.S. inspection agencies, 2) provide a
"visual testimony to the dignity, enterprise, vigor, and stability" of
the U.S. government, and 3) provide a design compatible with the
architectural "mores" of the local area. The objective is to select an
excellent designer and firm supported by highly qualified design
professionals who will produce an efficient and cost effective facility
that exemplifies design excellence within project scope, schedule, and
budget. DEFINITIONS: The following definitions apply to all stages of
the A/E selection process: A/E DESIGN FIRM _ The A/E firm,
partnership, corporation, association, or other legal entity that will
have contractual responsibility for the project design. LEAD DESIGNER
_ The individual or design studio that will have the primary
responsibility to conceive the design concept and the building_s
architecture. The A/E design firm employs this individual or studio.
The A/E Design Firm does not need full in-house expertise, but must
have the expertise to assure the design excellence concepts are
incorporated into the completed construction drawings and
specifications. DESCRIPTION: The General Services Administration (GSA)
requires Architect-Engineer (A/E) services for the design and
construction of a New U.S. Port of Entry to replace the existing
facility located at Raymond Montana. It will be constructed on
approximately 4.19 hectares (10.39 acres) of land, using the site of
the existing facilities, which will be demolished. Tenants for this
facility will be U.S. Customs, Immigration and Naturalization Service,
Border Patrol and U.S. Department of Agriculture. The project includes
estimated building area of 2,844 square meters (30,033 gsf). Facilities
include a Main Port Building, two primary inspection lanes and booths
for non-commercial traffic, one inspection lane and booth for
commercial traffic, secondary inspection area, an outbound inspection
area, agency vehicle garage, firing range building, maintenance
building, impound area, and parking for approximately 50 vehicles. The
estimated construction cost is in the range of $5,000,000 to
$10,000,000. Occupancy is planned for 10/2003. The A/E fee for design
services shall be within the 6% statutory limitation based on the
government construction estimate at the time of negotiation. A/E Design
Firms and Lead Designers are encouraged to apply. The work under this
contract includes all design, labor, travel, other direct costs, and
mark-ups necessary to deliver a complete functional Port of Entry
border facility. This design shall be consistent with contract
requirements, performance specifications, codes, and standards. The
following disciplines and/or consultants are required: Architectural,
Civil, Structural, Mechanical, Electrical, Fire Protection, Landscape
and Cost Estimating. The facility will be designed and constructed in
metric (System International) units. STAGE l: The first Stage will
establish the design excellence capabilities of the A/E design firm and
its lead designer. The A/E design firm will provide specific evidence
of its capabilities to deliver Design Excellence, and will express its
design approach and philosophy. If the A/E design firm is a
partnership, corporation, association, joint venture, or other legal
entity permitted by law to practice architecture or engineering,
briefly describe the proposed legal and working relationships between
its components. The A/E design firm will also identify its lead
designer for the project. Interested firms shall submit a letter of
intent and modified Standard Forms 254 and 255 for the A/E DESIGN FIRM
ONLY (identification of consultants is not required). Project
qualifications submitted by each firm will be reviewed and evaluated
based on the following criteria: EVALUATION CRITERIA in relative order
of importance: 1) Past Performance on Design _ For the A/E design
firm, submit 8_x10_ graphics (maximum of three per project) and a
description (maximum of one page per project) of not more than five
designs completed within the last 10 years. The narrative shall address
the design approach and salient features for each project and discuss
how the client_s program, functional, image, mission, economic,
schedule, and operational objectives were satisfied by the overall
design/planning solution. Include tangible evidence where possible such
as certificates, awards, peer recognition, etc. demonstrating design
excellence. Provide a client reference contact for each project,
including name, title, address, phone and fax numbers. A/E design firms
must show evidence of capabilities inboth site design and architecture.
2) Philosophy and Design Intent _ In the lead designer_s words,
(maximum of two pages), state his or her overall design philosophy,
approach to the challenge of resolving design issues, and parameters
that apply specifically to the design of the border station with a
focus on any unique aspects of the Raymond Port of Entry. 3) Lead
Designer Profile _ Submit a biographical sketch (maximum of three
pages) including education, professional experience, recognition for
design efforts, inclusive of examples. Identify areas of responsibility
and commitment to this project. 4) Lead Designer Portfolio _ Submit a
portfolio representative of the lead Designer_s ability to provide
design excellence. Submit graphics (maximum of three per project) and
a description (maximum of one page per project) of not more than three
designs completed in the last 10 years attributed to the lead
designer. Provide a client reference contact for each project,
including name, title, address, phone, and fax numbers. Narratives
shall include a discussion of design challenges and resolutions. After
the A/E Evaluation Board reviews the Stage I submittals, the Board
will select a short list consisting of a minimum of three firms, and
will request a Stage II submittal from the short-listed firms. The
short list will be published in the CBD. STAGE II: In this stage,
short-listed firms will provide a more detailed qualification
submittal. The entire project team, including the A/E design firm
selected in the first stage, its designated lead designer identified in
the first stage, and all consultants who will work on the project will
be evaluated. The A/E design firm will submit Standard Forms 254 and
255 that reflect the entire project team. It is not necessary to
re-submit information submitted in Stage I. The Government will
establish the detailed evaluation criteria, the date submittals are due
and provide the selection criteria for the interviews in the Stage I
short list announcement. Sufficient time will be provided for the A/E
design firm to establish its complete team of consultants. As a
minimum, the project team will be required to demonstrative previous
experience in, and understanding of, vehicle and pedestrian processing
design or other building types of similar complexity and scope, and/or
include consultants specializing in that area. Offerors are encouraged
to include small, small disadvantaged, women-owned and Hubzone
consultants on the project team. Interviews will be conducted at GSA_s
offices in Denver, CO. After interviews are complete, a selection will
be made and negotiations will commence with the most highly qualified
firm. Although this procurement is open to large businesses, small and
minority owned A/E firms are strongly encouraged to participate. The
Government recognizes the talent existing in smaller firms and
encourages the contributions of new and innovative designers to public
architecture. Potential offerors having the design qualifications to
perform the services described herein areinvited to respond by
submitting three (3) copies of the stage I submittal information listed
above. All submittals must clearly indicate the solicitation number,
