_ F6043301170100. The 11th Contracting Squadron intends to procure on
a competitive/unrestricted basis to provide _EDITING, INDEXING, AND
PREPARING CAMERA COPY LUCRATIVE TARGETS: THE U.S. AIR FORCE IN THE
KUWAITI THEATER OF OPERATIONS FOR AIR FORCE HISTORY SUPPORT OFFICE
AFHSO)_. 1.0 STATEMENT OF WORK. a. Services Required. The contractor
shall provide the personnel, materials,supervision, and facilities
necessary for the editorial, layout, and indexing services to produce
camera-ready copy of one Air Force history for the Air Force History
Support Office (AFHSO). The history is described in Section 4.0 Content
and Status of History below. Contractors' bids should include all
estimated costs, including mailing and/or shipping costs. b. Editing
and Layout. The history will require copyediting and a check of
spelling, syntax, grammar, and uniform usage of terms as defined in
Section 2.0 Standards for Contract Editing below. This effort shall
include cover design and the layout of photographs and other artwork
supplied by the AFHSO. Illustrations shall be sized, marked for
cropping as necessary, and placed in the narrative where they relate to
the discussion; they shall not all be grouped together. The contractor
shall design the volume title page, chapter title pages, and chapter
subheadings in consultation with the AFHSO project editor and in
keeping with the typeface and sizing standards represented in Air Force
Officers Personnel Policy Development (copy available to the
contractor). The design need not be identical to that in the sample
volume, but can be modified for a different presentation of the topics
in the contract volume and at the direction of the AFHSO project
editor. The contractor shall produce a draft design of the front matter
and of the first chapter for the approval of the AFHSO project editor.
The contractor shall also design the cover of the volume, in
consultation with the AFHSO project editor. The cover design will be
based on a photograph supplied by the AFHSO. The design of the entire
volume, including cover design and photo layout and placement, shall be
approved by the AFHSO project editor before the volume is typeset.
Layout specifications are as follows: Text shall be in 1 column, 27
picas wide and 48 picas high, centered on the page. Folio numbers shall
fall at the lower outside margin of the type area. Division (part)
titles shall appear on odd numbered (right-hand) pages. Chapter titles
shall appear on odd pages and chapter text shall follow beneath.
Running heads shall be used: the volume title shall appear on even
numbered (left-hand) pages and chapter titles shall appear on odd
numbered pages. These layout specifications may be modified by the
AFHSO. c. Page Proof Typographic Specifications. The history shall
conform to the following specifications: Page trim size: 6 5/8 inches
horizontal by 9 1/2 inches vertical. Text area: 27 picas horizontal by
48 picas vertical from top of text to bottom of folio, centered on the
page, providing 48 lines of text including running head and folio
number. Type size for text: 10 point Times Roman with 2 point leading.
Type size for captions: 10 point Times Roman. Type size for chapter
titles: 14 point Times Roman bold. These specifications may be modified
by the AFHSO. d. Electronic Media Word Processing. The contractor shall
submit the completed history on a 3 1/2-inch floppy disk or zip disk
(IBM format) produced in Quark Xpress for Windows. The paper
camera-ready copy shall accompany the disk. The electronic media record
and the paper copy of the history shall be identical. Pages shall
include crop marks for trimming. The contractor shall also provide an
Adobe Acrobat file in PDF format with photographs and a Word file with
just text. The contractor shall submit all intermediate draft and
revised deliverables in both paper copy and a red line and strike out
disk copy in Word. e. Period of Performance. The period of performance
shall be for eight months, beginning on 20 Sep 00 and ending on 21 May
01. In-progress reviews will take place as necessary and will be
accomplished with the AFHSO project editor. f. Procedure and
Remuneration. The following milestones shall be met to ensure timely
performance of contract requirements. All milestones are scheduled from
the beginning date of the performance period. All milestones signify
the date the deliverable is received by the AFHSO, not the date the
contractor sends the deliverable via regular postal service or courier
service to the AFHSO. CDRL _Milestones _Deliverable: CDRL 1 -- 1 month
-- Design concept of history, including draft of front matter and first
chapter, for approval; Estimated AFHSO turnaround time: 2 weeks; CDRL
2 -- 3 months -- Draft edited pages of history, fully laid out with
photographs but Without index, for approval; Estimated AFHSO turnaround
time: 1 month; CDRL 3 -- 5 months -- Revised edited pages of history,
fully laid out with photographs and with draft index, for approval;
Estimated AFHSO turnaround time: 1 month; CDRL 4—6 1/2 months --
Final camera copy suitable for printing, with final index for
approval; Estimated AFHSO turnaround time: 1 month; CDRL 5 -- 8 months
-- Additional final changes as necessary after completion of AFHSO
review. (end of CDRL_s). The AFHSO project editor will review each
milestone deliverable for quality and acceptability and shall be the
sole and final judge of the quality and acceptability of the submitted
deliverables. The contractor shall provide deliverables for review to
the AFHSO and to other referees as required by the AFHSO. The AFHSO
project editor or other referees may mark changes and c corrections on
paper copies of the submitted deliverables. The AFHSO will send these
marked copies to the contractor and the contractor shall make the
necessary revisions. After doing so, the contractor shall return all
marked copies to the AFHSO project editor, together with the
contractor's revised, corrected deliverables in both paper copy and a
red line and strike out disk copy in Word.This will allow the AFHSO
project editor to ensure that the contractor has accurately made all of
the changes and corrections requested by the AFHSO or other referees.
The contractor shall accept guidance from the AFHSO project editor and
shall confer where possible with other AFHSO staff as needed to ensure
quality and unity of effort. The AFHSO project editor is the primary
point-of-contact for this project and will provide clarification and
assistance as required. The contractor shall be allowed the
opportunity, within a two-week period, to make any needed corrections
to the product specified by the AFHSO project editor. g. The contractor
shall carry out the project using his/her own office space, equipment,
and supplies. 2.0 STANDARDS FOR CONTRACT EDITING. a. General
Information. These standards are constructed for editorial consultants
providing contract services on manuscripts completed within or for the
Air Force History Support Office. The AFHSO is the agent for official
histories produced for educational use by Air Force service schools and
for a general readership within the service. Air Force historical
publications are also placed in depository libraries and sold through
the outlets of the Government Printing Office, and have a wide public
audience. b. Standard Guide(s) for Editorial Style. The AFHSO uses the
current (14th) edition of The Chicago Manual of Style as the standard
reference for general usage and consistency, and the contractor shall
follow its guidelines. As a supplement, the AFHSO has also produced a
Style Guide, which elaborates further on style rules as they apply
specifically to military research and writing, especially for cases of
military practice and nomenclature not covered in the Chicago Manual.
The AFHSO will furnish a copy of the Style Guide to the contractor on
award of the contract, and the contractor shall follow its guidelines
as necessary. Together, both volumes will help the contractor to
render in a uniform and acceptable way various military terms-including
ranks, weaponry, and code words-and forms of citation of archival data,
government publications, and other special-case source material. The
contractor shall also follow the general guidelines on grammar, style,
punctuation, and mechanics set out in the Harbrace College Handbook,
brief 13th edition, a compact version of the Harbrace College Handbook.
c. Access to the AFHSO Project Editor. Contract editors are authorized
direct contact with the AFHSO project editor during the editorial
process. Periodic consultation and in-process reviews also may be
scheduled as the need arises. d. Definition of Terms. Terms used to
describe work in individual contracts are defined as follows:
Copyediting. This work involves careful scrutiny of the text combined
with standard proofreading to ensure consistent usage as defined or
recommended in the guides cited in Section 2.0, Paragraph b., above.
This usually requires keeping substantial note cards or alphabetized
lists to establish a standard system of spelling for all terms,
especially proper names and the like, within a manuscript. The
contractor shall ensure that the manuscript is free of typographical
and grammatical errors. The contractor shall use a computer
"spellchecker" function on all portions of all deliverables submitted,
not just on the final copy. Deliverables will not be accepted if
misspellings, typographical errors, or inconsistencies make it clear
that this function was not used. Copyediting also requires the
consistent use of punctuation, compound words, italics, subheadings
within text, running heads, main heads on chapters, paragraphs, and
other major elements of the manuscript; the proper sequencing of
superscript numbers and the proper correlation of characters and
numbers to footnotes and endnotes; and the verification of totals,
whether summed in the text or in tables. Copyediting ensures that
acronyms are defined on first use and are used consistently throughout
the manuscript. It also entails verifying that military ranks are
accurate (changed on promotion) anduniformly applied and abbreviated.
Questions about an accepted form may be addressed to the AFHSO project
editor. Source endnotes shall be placed at the end of chapters as
required. They shall be edited but they shall not be indexed.
Explanatory (textual) footnotes at the bottom of a page of text, photo
captions, and appendices shall be considered part of the text and
shall be edited and indexed. e. The AFHSO will provide the contractor
with a copy of the history in hard (paper) copy and on 3 1/2-inch
floppy disks or zip disks. The text on disks supplied to the contract
editor at the beginning of the work will be in the Ventura Publisher
format. The contractor shall format and print the final deliverable in
Quark Xpress for Windows. 3.0 STANDARDS FOR CONTRACT INDEXING. a.
Basic Standard. The basic standard for preparing indexes for Air Force
history volumes is the section on indexing in the current (l4th)
edition of The Chicago Manual of Style. The format shall be
flush-and-hang, indented style. Alphabetizing shall be
letter-by-letter. b. Level of Indexing. The index shall include
references to names of individuals, aircraft, bases, operations, units,
and offices; places; subjects; and concepts treated in the text, in
explanatory (textual) footnotes, and in illustration captions. The
index shall include appropriate cross-references. Subheadings shall be
logical extensions of the main entry, but subdivisions below the
second subheading shall not be used. Source endnotes at the" end of
chapters shall not be indexed; explanatory (textual) footnotes at the
bottom of pages of the text, photo captions, and appendices shall be
indexed. c. Subcontracting and Acceptance of Work. The index for this
history may be subcontracted, but the AFHSO shall be the sole and final
judge of the quality and acceptability of the index submitted. The
AFHSO project editor will review the completed index. The contractor
shall be allowed the opportunity, within an agreed upon and reasonable
period, to make any corrections to the index deemed necessary by the
AFHSO project editor. 4.0 CONTENT AND STATUS OF HISTORY -- a. Perry D.
Jamieson, author, Lucrative Targets: The US. Air Force in the Kuwaiti
Theater of Operations. In manuscript, approximately 255 single-spaced
(or 510 double-spaced) pages, including glossary, bibliography, and
photographs. It is estimated that the manuscript will result in a
typeset text of 357 pages in length. Requires copyediting and layout of
approximately 35 color and black-and-white photographs, 8 maps, 2
wiring diagrams, 1 chart, a glossary, and a list of short citations;
and indexing. Cover design by the contractor will be required.
Photographs with captions are provided. b. The manuscript is available
for examination at the Air Force History Support Office. To view it,
