D -- The National Oceanic and Atmospheric Administration (NOAA) intends to modify the existing contract (No. 50DDNE-0-00008) with General Electric American Communications (GEAC) to extend the Period of Performance an additional six (6) months (10/1/00 through 3/31/00), plus six (6) additional one-month options, to be exercised if, and as, needed. The contract, in its final option period, provides telecommunication services to NESDIS, and expires on September 30, 2000. This contract provides for (1) the transmission of real-time Data Collection System (DCS) data in a broadcast-mode of operation, 24 hours per day, with data originating at Wallops, VA; (2) dissemination to multiple Domsat receive sites; (3) location of all operational downlink sites within the 48 contiguous states [but are not part of this contract]; (4) the broadcast system designed to provide a Bit Error Rate (BER) of 1x10-7 or better without error correction and with a 1.8 meter reflector at the quality monitoring site; and (5) restoration of service within 2 hours after a failure is reported. Additionally, the system reliability is without a single-point-of-failure; offers a quality monitoring downlink at Wallops Island; supports the current DCS Automated Processing (DAPS) system design with broadcast link availability of 99.5% (measured over a one-year period). This contract extension is to allow for the re-competition of the requirements on a competitive basis. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates a knowledge of and close familiarity with the transmission of real-time Data Collection System (DCS) data in a broadcast-mode of operation. Any prospective offeror must also demonstrate a cost and technical benefit to the Government in view of the short period of performance. All responsible sources must submit a written narrative statement of capability,including detailed technical information and other technical literature, demonstrating the ability to provide the required telecommunications services sufficient to permit an agency analysis to determine a bona-fide capability to meet the Government's requirements, within 30 days of publication of this notice.
