2000 AND REMAINS UNCHANGED: 1. This is an updated synopsis of the
proposed effort. This pre-solicitation notice replaces the
Pre-solicitation notice posted on 10 May 2000. 2. This acquisition will
be a 100% Small Business Set- Aside, using SIC Code 8711, which has a
size standard of $20 Million. This acquisition is no longer being
conducted as a Full and Open Competition. PRESOLICITATION NOTICE The
Air Force Research Laboratory Biomechanics and Acceleration Branch
anticipates awarding a contract to provide the professional engineering
and technical support, materials, equipment, and supplies required to
operate, maintain, modify and develop a set of specialized laboratory
facilities. The Air Force Research Laboratory's Biodynamics and
Acceleration Branch mission includes conducting research and
development to define human and manikin responses and tolerances to
stresses encountered during aircraft emergency escape and survivable
crashes, and to develop advanced concepts for aircrew protection. The
anticipated effort will also provide the engineering and technical
support required to conduct human experimentation and other research
and advanced development test programs using those facilities. The
period of performance for this acquisition is anticipated to be 1 Oct
2000 -- 30 Sep 2001. Four one-year options may be awarded. This
proposed procurement is a 100% small business set- aside under SIC Code
8711, Size Standard $20.0M. Only companies, including their affiliates,
with average annual receipts of $20,000,000.00 or less during the last
three (3) completed fiscal years are considered small. See Numbered
Note 1. This acquisition will be a non-commercial acquisition. See
Numbered Note 26. This solicitation will be issued electronically. NO
HARD COPIES WILL BE ISSUED FOR ANY REASON. The Request for Proposal
(RFP) and Statement of Work (SOW) will be posted on the ASC Pre-Award
Information Exchange System (PIXS) web site at:
http://www.pixs.wpafb.af.mil. Draft solicitation documents will be
posted for comments prior to solicitation issuance. The solicitation
will be issued approximately 19 July 2000. Once the solicitation has
been posted, it is incumbent upon the interested parties to review this
site frequently for updates to the documents. Users may contact the

regarding PIXS access. All responsible sources may submit a proposal

Plaisted has been appointed as Ombudsman to hear concerns from offerors
or potential offerors during the proposal development. The purpose of
the Ombudsman is to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. Existence of an Ombudsman does not diminish the authority of
the Program Director or the Contracting Officer. Accordingly, the
Ombudsman does not participate in the preparation of solicitations, the
evaluation of proposals, or the source selection process; and,
therefore, for routine matters on individual solicitations, contact the
contract specialist. When requested, the Ombudsman will maintain strict
