Labor Relations Board (NLRB) has a requirement for Verbatim Reporting
and Transcription Services (VR&TS). This requirement is a mandatory two
(2) year contract (base year and one (1) option year) which must be
performed at locations throughout the 48 contiguous states, including
Washington, DC, Alaska, Hawaii, Puerto Rico and the Virgin Islands (see
solicitation for specific regions). These services will include a
verbatim transcript of: 1) all Board (i.e., the "Board" means NLRB)
case hearings and pretrial conferences held before a duly designated
administrative law judge, officer, agent, person or persons; 2) all
oral arguments and rule making hearings held before the Board in
Washington, DC; 3) all court conferences, hearings and trials,
including, but not limited to: Contempt and bankruptcy proceedings in
any case where the Board is required to pay for recording and
transcribing in full or in part (i.e., where an official report is
prescribed by the Court); 4) all investigative anddiscovery depositions
taken by the Board's attorneys; and 5) all other miscellaneous or
administrative hearings held at any designated location, which may
include but not limited to: i) personal presentations; ii) adverse
actions; iii) Board employee-union grievances; iv) Equal Employment
Opportunity (EEO) complaint hearings; v) Labor-Management hearings
before a third party at the request of the Board; vi) proceedings under
the Rehabilitation Act; and vii) conferences and meetings, such as
press conferences, advisory panel meetings, etc. (if ordered to be
recorded and transcribed at the option of the Board). Bids submitted
for any region and all geographical boundaries for that particular
region must be serviced the entire mandatory two (2) year contract
period. Once the solicitation has been issued on or about August 10,
2000, no deviations to the solicitation will be accepted. The bidders
must demonstrate extensive court reporting experience for VR&TS. Any

the solicitation and possess the capability and experience of verbatim
reporting and stenotype recording of live legal proceedings and
transcribing subsequent record materials may request a copy of the

will be full and open competition under a 100 percent small business
set-aside. NLRB will use FAR Parts 12, 13, and 15. FAR Part 13 will
have precedent over FAR Parts 12 and 15. The Standard Industry
