rharold@bop.gov. This solicitation for commercial items is prepared in
accordance with the format in FAR Subpart 12.303, as supplemented with
additional information included in this notice. This announcement
constitutes the official notification for which quotes are being
requested and a written solicitation will be issued. The solicitation
document Request for Quotes (RFQ) 279-0030 and incorporated provisions
and clauses are those in effect through Federal Acquisition Regulation
Circular 97-18. This procurement is being advertised as a fully
competed procurement, under standard industrial classification code
8221. Federal Bureau of Prisons, Federal Correctional Institution
(FCI), Terminal Island, CA intends to award a Vocational Training
Culinary Arts Instruction Services contract to the contractor who
submits the best value offer (a) within the City of San Pedro, County
of Los Angeles. This solicitation requires: 1). The Contractor to
provide educational services, (i.e., Culinary Arts instruction in Food
Preparation I), during the period beginning October 1, 2000 through
September 30, 2001. There will be two option years following the base
year, to begin October 1, 2001 and ending September 30, 2003 for the
instruction in Food Preparation II and III. (11.5 units each)Class size
will be approximately 25 -- 35 inmates. Classroom instruction will be
conducted in the Education Department at FCI Terminal Island on Tuesday
and Thursday evenings from 6:00 p.m to 8:45 p.m. (Two sessions per
week) and Laboratory hours will be conducted in the Food Service
Department on Tuesday and Thursday afternoons from 1:00 p.m -- 3:30
p.m, until the completion of 450 hours are accumulated. The cost of
books and college registration fees will be included in the contract
price. 2). Teachers must be certified in the field of culinary arts,
and posses a BA/BS degree. The instructor must also have at least two
years teaching experience. 3). The Contractor shall provide a
curriculum leading to a AA/AS degree in Culinary Arts at the
