The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Product Development Institute of Hamilton Ontario. This sole source procurement is under authority of Federal Acquisition Regulation (FAR) PART 13-106-1(b), to develop and deliver a "train-the-trainer" version of the Stage-Gate new product development process course suitable for small manufacturers, and to deliver a workshop using this material to NIST Manufacturing Extension Partnership. Based on our market research, this specific product development process tailored for small manufacturer's is unique and available only from this source. No solicitation will be issued. NIST anticipates awarding a firm fixed priced purchase order on or before August 31, 2000. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for quotations. However, all responses received within the response date, will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement.
