announces an opportunity to provide design-build services for the
renovation of the Santa Ana Federal Building at 34 Civic Center Drive,
Santa Ana, California. The funding for this project is subject to
congressional approval and availability prior to the end of year 2000.
The building to be renovated is a 9-story high cast-in-place
reinforced concrete frame structure with a subterranean parking and
service level. The gross area of the building including the basement
level is approximately 259,000 GSF. The building exterior is made of
pre-cast concrete cladding and insulated bronze tinted glass. The
heating system is steam based and the air conditioning system is
chilled water based, both externally generated and sold to GSA on a
regular basis. Electricity is provided through transformers fed into a
Walker Duct system of distribution on all floors. The building is
currently partially occupied and upon completion of construction will
be fully occupied by FederalExecutive agencies, notably the IRS, INS,
SSA and DOD. The building was previously occupied by the U.S. Court
system and housed courtrooms and court related services. The building
will be renovated for office building use. The building requires
substantial seismic retrofit work and interior space realignment. The
proposed improvements consist of structural seismic upgrading,
non-structural bracing, hazardous material abatement, elevator
upgrading, fire door upgrading, heating-ventilating-air conditioning
work, building systems renovation, accessibility code compliance,
interior space realignment, and energy conservation. The building will
be designed in English system of measurement with equivalent soft
Metric dimensions indicated in brackets. The estimated total
construction cost is in the range of $18-$20 million with anticipated
contract award by December 2000. The building will be partially
occupied during the construction phase, therefore effective logistical
planning of swing space within the building for the tenants, with
minimum disruption to their daily operation, is of paramount
importance. The noise and dust levels must be kept within manageable
limits. The building occupancy is planned for mid-2004 calendar year.
The design of the project is tentatively scheduled to start in January
2001 with a completion scheduled for mid-2004. However, the selected
Offeror will be required to establish the optimum duration of the
design-build project. The scope of the Design-Build Services includes,
but is not limited to, the following: (1) Preparation of the design
and construction documents; (2) Procurement and staging of construction
material and equipment; (3) Construction of the project including
supervision, labor, materials and equipment. The Design-Build
Contractor for this project will be selected in two phases (see below).
The acquisition process will comply with the Federal Acquisition
Regulation (FAR), subparts 15.3 (Source Selection) and 36.3 (Two-Phase
Design-Build Selection). Phase One: Phase One will identify those
firms, which are most highly qualified. Highly qualified includes their
background, technical and managerial qualifications, resources and
capabilities. Each offering firm will be evaluated for the quality and
thoroughness of its response to the GSA Request-for-Qualification
(RFQ). Three (3) firms, unless the Contracting Officer determines that
a number greater than three is in the Government's interest, will be
selected for consideration for Phase Two. A project selection board,
formed for this project by GSA, will evaluate and short-list the
offering candidates. Offerors shall be required to submit four (4)
copies of the following: 1. A letter of intent for the advertised
project; 2. Pertinent description, performance record, pictures and
references for three to five projects carried out by the offeror in the
past seven years, projects that were roughly comparable to the
advertised project in purpose, size, scope and cost; 3. Four sets of
completed 254 forms for the personnel proposed to design and construct
the advertised project; 4. Names, addresses and telephone numbers of
the owner representatives for each project previously completed by the
offeror; 5. Explanation for delays and liquidated damages in any of
the previous projects; 6. Resumes of the proposed key design and
construction personnel; 7. Offeror's management plan (maximum two
pages) for the advertised project; 8. Proof of offeror's financial
stability; 9. Proof of offeror's bonding capacity with a notarized
statement to that effect; 10. Release forms authorizing GSA to obtain
information on the previously completed projects; 11. A resource-loaded
bar chart schedule for the advertised project, delineating design,
procurement and construction phases and overlaps. The SF254's can be
obtained through the website of www.gsa.gov/forms. Upon completion of
Phase One short listing, the Government will inform the short-listed
firms of the Phase Two proceedings including interviews, interview
schedules and the final selection criteria. This procurement is being
made under the Small Business Competitiveness Demonstration Program.
Phase Two: The Phase Two submission is the basis of making the final
selection. Those short listed firms included in Phase Two will be
required to prepare fully developed technical and price proposals. The
Government does not allow providing any stipend for the preparation of
proposals by the offerors. The offeror for this project can be a joint
venture, partnership, corporation, association or any other legal
entity with collective contractual responsibility to perform the
project. If the offeror is an entity comprised of more than one firm,
the identity and credentials of the firms will be evaluated separately
and as a whole. Selecting an offeror is not restricted to any specific
geographic area. However, a five- percent advantage over others will be
given to firms located in Arizona, Nevada and Oregon, because of their
proximity to the job site. Every offeror will be evaluated in the
following categories: I. Past Performance (35%): Evaluates: (a)
similarity between this project and other projects performed by the
offeror; (b) quality of previous work; (c) budget and schedule
compliance; and (d) working relationship with owner representatives.
Any comparable project indicated by the offeror, must be at least 50%
complete in order for it to be considered for this evaluation. II.
Organization (25%): Evaluates: (a) the offeror's organization and track
record, organizational credentials, management philosophy; (b)
credentials, experiences and assigned responsibilities of the corporate
managers; (c) general corporate ability to complete projects on time
and within budget; (d) current workload; and (e) the proposed
management plan for this project. III. Proposed Project Design and
Construction Teams (40%): Evaluates: (a) the proposed project team; (b)
background, credentials and experiences of the design and construction
consultants and contractors, the design leader, the project managers,
and other team members; (c) experience of team members with projects
similar to this project; (d) proposed geographic location (s) of the
project team; (e) time line of the project team's involvement
throughout the project duration; and (e) availability of the project
team members for work, when indicated. Prior to the award of contract,
the firms not qualifying as Small-Business-Concern will be required to
present their subcontracting plans to the Government in accordance with
Public Law 95-507. Small Businesses and Small Disadvantaged Businesses
are encouraged to participate as prime contractor, or as members of
subcontracting teams with small and/or small disadvantaged businesses
to the maximum practical extent in accordance with Public Law 95-507.
Although this procurement is open to large business, small and small
disadvantaged firms are strongly encouraged to participate. A
pre-solicitation meeting is scheduled on Thursday, September 7, 2000 @
10AM -- 12PM at the Ronald Reagan U.S. Courthouse, 411 W. 4th Street,
Room 3053, 3rd Floor Santa Ana, CA. This meeting will also provide
opportunities for small businesses to meet with other contractors for
contracting opportunities on this project. At the conclusion of this
meeting, a walk-thru on the project will be conducted at Santa Ana
Federal Building, 34 Civic Center, Santa Ana with the prospective
