synopsis/solicitation for the purchase of three (3) Water Purification
Systems in accordance with the format in FAR Part 12.6 Commercial
Items as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; offers are
being requested and a written solicitation will not be issued. The
solicitation number is EMV-2000-RQ-0055 and is issued as a Request for
Quotation (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-14. This procurement is a small business set-aside. The SIC Code
applicable to this RFQ is 3589. The small business size standard is 500
employees. The Federal Emergency Management Agency proposes to purchase
(3) Aspen 500D(M) Water Purification Systems or approved equal.
Mandatory Technical Specifications: Item No 001: Desalination flow rate
of 16 to 25 gallons per hour, Automatic shutdown circuit, internal
conversion for power sources ranging from 90-300 volts AC and 10-30
Volts DC or solar energy capable, weight: 150lbs, with length not over
48", two stage filtration process, Ultra violet lamp sufficient to
kill bacteria and viruses, as well inactivating micro-organisms, with
self-priming pumps. This equipment to be packaged as a self contained,
highly water resistant and highly impact resistant single unit with
the capability of sustaining remote operation in all weather and in any
terrain. Item 002: Extended Use Package, P/N: ASPEN 500D(M) A-1,
Replacements and expendables for extended field operation. Item 003: 12
Volts DC Battery Pack and Monitor with AC and/or DC Charging System,
Item 004: 24 Volts DC Capability, (includes 28/24 Volts DC to 12 Volts
DC Converter and NATO Military Cable), Item 005: Shipping costs if
any. Delivery: 30 days after receipt of order. Contractor to offer best
delivery schedule. Partial shipment will be acceptable. Shipping
instructions as follows: Qty: (2) each, Purification Units shall be
delivered to FEMA, Regional IX Pacific Area Office, Building T-112,
Stop #120, Ft. Shafter, Hawaii 96858-5000, Qty: (1) each, Purification
Unit shall be delivered to FEMA, Region II Caribbean Division Office,
Chardon Street #159, San Juan, Puerto Rico 00918. DESCRIPTIVE
LITERATURE: Contractor to provide descriptive literature of proposed
make and model to be furnished in accordance with FAR Clause 52.212-1
"Instructions to Offerors -- Commercial Items" section b (f). Failure
of an offeror to submit descriptive literature for a proposed "or
equal" product will result in that product being rejected from further
consideration. Further, descriptive literature which fails to show
that the proposed product(s) complies with the mandatory requirements
stated above will result in the rejection of that product(s). If
contractor is quoting on the Aspen 500D(M), descriptive literature will
be optional. A best value determination will be made based on the
following in order of importance (1) Technical Capabilities (2) Past
Performance and (3) Price. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The requirements
detailed in this solicitation shall be used as criteria to evaluate
offers. Contractor must meet all the requirements detailed within this
solicitation. Technical is of greater importance when compared to
price. PROPOSAL PREPARATION INSTRUCTIONS: The provision at 52.212-1,
Instructions to Offerors -- Commercial Items, applies to this
acquisition. Offerors shall provide a firm fixed-price for Item 001:
Quantity of (3) Aspen 500D(M)or approved equal. Item 002: Extended Use
Package as indicated above, Item 003: 12 Volts DC Battery Pack,
Monitor and Charging System as indicated above, Item 004: 24 Volts DC
Capability as indicated above, Item 005: Shipping charges, if any, must
be added as a separate line item. Offerors are to include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their response Successful
contractor must meet all the responsibility requirements of Subpart 9.1
of the Federal Acquisition Regulation (FAR). A written notice of award
or acceptance of offer, mailed or otherwise furnished to the
successful offeror, shall result in a binding contract without further
action by either party. The following clauses also apply: 52.212.1
