The National Institute of Standards & Technology(NIST) has a requirement for a 3He refrigeration system for infrared = characterization of very low temperature detector arrays. Specifications are as follows : Working volume: Total volume enclosed by 4He-cooled, 4K radiation shield must be at least 8" diameter and 12 " long. Base temperature: Base temperature of the 3He-cooled stage must be 300 mK or below, for power loads less than 20 microwatt. Hold time: Hold time at 4 K = (liquid 4He temperature) must be at least 60 hours. This is with no power load to 3He stage, and 3He stage turned off (i.e. at 4 K temperature). Clearance for wiring: A minimum of 3 " clearance in diameter must be provided between the 4 K, 4He-cooled shield and the inner diameter of the vacuum jacket. A liquid-nitrogen (LN2) cooled radiation shield must lie within this space. Split shields for full access to work surface: The vacuum jacket and liquid-nitrogen-cooled (LN2) radiation shields must be split part way along their lengths, = with bolts to allow connection and disconnection of the 2 parts. The splits must be located as follows: when the system is oriented so that the = cold work surface faces upward, the split in the vacuum jacket must lie at least 0.5" below the split in the LN2 shield. The split in the LN2 shield must in turn lie at least 0.5" below the 4 K, 4He-cooled work surface. Hole patterns on work surfaces: On both the 4K, 4He-cooled work surface, and the 300 mK, 3He-cooled work surface, a rectangular grid of tapped mounting holes must cover the entire area. Thermometry = : Appropriate temperature sensors must be mounted on the 4K work surface, 300 mK work surface, and sorption pump. Optical access : Optical = access must be provided from the side of the refrigerator, through the vacuum jacket, LN2 shield, and 8" diameter 4He shield. Provision must be made for mounting filters on the LN2 shield and 4He shield. Heat-sinking = and connectorization for wiring: Split copper rings, with customer provided detail, will be attached to the LN2 and 4He vessels. Blank mounting flanges for hermetic feedthrus will be provided on the "bottom" plate (i.e. flat plate at bottom of refrigerator, when the work surface is facing up), along with an additional vacuum gland for rotary feedthru for actuators. Evaluation criteria will include (a) turnkey operation, (b) proven operational lifetimes, and (c) record of operational systems in current use among similar research institutions. "Turnkey = operation" means that the refrigerator system must be complete, and its method of operation routine and well-documented. "Proven operational lifetimes" means that there must be a heritage of similar systems from the same vendor remaining operational for long periods of time, preferably over = 5 years, under fairly continuous use, without failures requiring major overhaul. "Record of operational systems=8A" means that a reasonably = sized base of customers must have already received and successfully operated similar systems from the same vendor. Vendor must supply at least 4 references to such customers. Submissions should include preliminary engineering drawings. Delivery within 6 months (ARO) is strongly preferred. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This requirement is set-aside for small business unless small business cannot meet the Governments need = at a reasonable cost. Technical merit, as well as price, will be considered in selecting a vendor. Technical questions must be = submitted in writing to the Contracting Officer by fax or by email.
