NASA/LaRC plans to issue a Request for Quotation (RFQ) for Mesa Vista Application Link Software for QSS's DOORS requirements and ProEngineer CAD Databases. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Mesa Systems Guilds. NASA Langley's OSEMA Office currently uses Mesa Systems Guild's Mesa Vista CORE Software with additional Application Links to their Project and Risk Management Tools. The software provides a unique collaborative computer database to manage project risks per OSEMA requirements and NASA guidelines. The purchase of this software will allow OSEMA web access and viewing capability to the DOORS and ProENGINEER databases through their CORE software without the need for any additional software on the user's machine. This combination of software and inclusive data access is unique to this Mesa Vista product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 18, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
