acquisition, issued as a combined synopsis/solicitation for commercial
items in accordance with the format in Federal Acquisition Regulation
(FAR) Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, quotations are requested, a written solicitation will not
be issued.=20 Solicitation No. RFQ 786-79-00, is dated August 7, 2000,
and issued as a request for quotations. The provisions and clauses
contained in this solicitation are those in effect through Federal
Acquisition Regulation (FAR) Circular 97-19. This solicitation is
issued using full and open competition. Standard Industrial
Classification (SIC) Code 3366 and a size standard of 500 employees is
applicable. List of Contract Line Item Numbers (CLIN) is as follows:
For the base period, from date of contract award, through September 30,
2001: (1) CLIN 1001, Inscribed Flat Bronze Grave Markers; Estimated
Quantity: 7,200 each; (2) CLIN 1002, Offeror=92s Maximum Monthly Order
Limitation (in unit amount); = (3) CLIN 1003, Flat Bronze Markers
returned for credit (dollar amount per marker). For the option year,
October 1, 2001 through September 30, 2002: (1) CLIN 2001, Inscribed
Flat Bronze Grave Markers; Estimated Quantity: 7,200 each; (2) CLIN
2002, Offeror=92s Maximum Monthly Order Limitation (in unit amount);
(3) CLIN 2003, Flat Bronze Markers returned for credit (dollar amount
per marker). The National Cemetery Administration (NCA) seeks to award
a firm fixed-price requirements contract for flat bronze grave markers
covering the period date of contract award, through September 30, 2001,
with a one-year option to extend the term of the contract through
September 30, 2002. This contract will serve as the contractual vehicle
to obtain flat bronze grave marker requirements in excess of NCA=92s
current contractor=92s maximum monthly order limitation. The maximum
monthly order limitation under NCA=92s Current Contract, No. V786P-094
with the Sheidow Bronze Corporation, Kingwood, WV, is 12,000 flat
bronze markers. Flat bronze grave marker requirements in excess of the
maximum order limitation each month may be ordered under the contract
resulting from this solicitation. The Government estimates
approximately 600 flat bronze grave markers may be ordered each month
under the resulting contract.=20 There is no guarantee, implied,
inferred, or otherwise given that a specific quantity of flat bronze
grave markers will be ordered under the resulting contract. Flat Bronze
Grave Markers, including inscriptions as specified on orders issued
electronically by NCA, are for placement on graves of eligible deceased
veterans in National, State Veterans, Military Post and private
cemeteries. The Government Flat Bronze Grave Markers shall be
manufactured in accordance with the drawings (Nos. MFB-1, MFB-1A, and
ID-3) and specifications contained at the following URL address:=20

drawings will be provided with the contract award documents.
Additionally, bronze markers that are being returned to the contractor
for credit as scrap metal, may be returned directly to the contractor
from the consignee, by the carrier. Markers returned for credit (scrap
metal) shall be accepted by the contractor, and the Government credited
with the amount provided in the contract. A credit memorandum shall be
issued at least monthly, showing the total amount due the
Government.=20 This credit will be applied to future billing. The
contractor must be prepared and capable to begin receiving orders and
manufacturing on or about September 15, 2000, to eliminate a backlog of
flat bronze grave markers that cannot be satisfied by the incumbent
contractor at this time. The current backlog stands at approximately
5,000 flat bronze grave markers. The volume under the contract
resulting from this solicitation may be heavier than projected early in
the contract, depending on the number of backlogged flat bronze grave
markers and the contractor=92s maximum monthly order limititation. =20
All flat bronze grave markers ordered under the contract, subject to
the contractor=92s maximum monthly order limitation, shall be
manufactured and shipped F.O.B. Origin, Contractor=92s Facility, within
thirty (30) calendar = days of date of receipt of order.=20 The
