The Navy intends to solicit and negotiate a contract on a sole source basis to acquire further research services for the development of the next generation silver-zinc battery. Specifically, the technology makes it possible to form silver oxide cathodes and zinc anodes that are used to form cells for primary reserve type batteries that are used most often for missile applications. The intent of this procurement is to take the plates developed with private funding by EMF Systems, Incorporated and development that took place under previous phase I and II Small Business Innovation Research (SBIR) contracts and build cells and batteries using the Trident II primary electronics battery (PEB) as a target application. It is anticipated that a cost-plus-fixed-fee, Research and Development (R&D), services type contract will result. Data shall be provided in accordance with Department of Defense (DD) 1423(s). It is anticipated that data will include Contractor Program Planning and Control reports, Project Expenditure Reports, status reports, and a final report. It is also anticipated that the contractor will be required to attend and possibly host Periodic Performance Reviews, Quick-look Status Briefings, and Project Management Reviews. This is a sole source requirement to Eagle Picher Technologies of Joplin, MO. It is sole source to Eagle Picher because of an exclusive agreement that Eagle Picher has with EMF Systems to further development and utilize the proprietary EMF technology.
