The US Army Dugway Proving Ground (DPG) is requesting potential sources
for development of a stimulator for generating infrared signals to
synthetically test and evaluate chemical and biological standoff
detectors. The full spectral profile of the chemical or biological
agent/simulant image in several atmospheric windows must be
programmable. The synthetic scene generator must be developed with
visualization interfaces and modeling and simulation software. DPG
plans to issue a two year firm fixed price level of effort contract,
which will be incrementally funded. Respondents must demonstrate the
capability of developing such technology and provide the following
information. 1. A listing of contracts over the past five years, which
relate specifically to the area of interest. 2. Description of recent
and relevant successful experience in this area. 3. Description of
relevant facilities, equipment and resources. Interested participants
should submit a white paper by 5:00 P. M. Mountain Standard Time, 24
August 2000, by email to jaramilr@dugway-emh3.army.mil. Response should
be limited to one document of 15 pages or less. All firms responding to
this sources sought notice are advised that their response to this
notice is NOT a request to be considered for a contract award. If a
solicitation is issued, it will be announced later in the CBD and all
interested parties must respond to that solicitation announcement
separately from the response to this sources sought synopsis. See
