The National Institute of Standards and Technology (NIST) intends to negotiate a sole source basis with The University of Texas at Austin, Austin, Texas to create a industry wide consortium to integrate information technology activities and conduct collaborative leveraged R&D to accelerate the development of Fully Integrated and Automated Project Process (FIAPP). FIATECH will focus on activities not easily done by Individual organizations; developing and deploying common requirements, protocols, standard approaches, and interfaces; and sponsoring R&D too expensive to be readily done by a single organization. FIATECH development projects and R&D will be conducted in a collaborative manner to develop the best approach to meet industry needs. The period of performance is three years. FOB Destination, Gaithersburg, Md. No solicitation package will be issued. The University of Texas at Austin is the only vendor capable of performing this service because the Construction Industry Institute (CII), a unique organization of facility owners, construction contractors and federal agencies is managed by the University of Texas at Austin. CII has conceived, FIATECH and is in a unique position to develop information and automation technology and deploy technical advances.
