Command Acquisition Center, Natick Contracting Division intends to
negotiate with Veridian Engineering, 4455 Genesee Street, Buffalo, NY
14225 on an other than full and open competitive basis (FAR 6.302) to
acquire testing services to obtain the number values of breakthrough
time by appropriate challenge conditions for chemical warfare agents
and a simulant on Joint Services Light Integrated Suit Technology
(JSLIST) uniforms. Tests are to be performed on designated samples of
the permeable chemical protective uniform material at suitable
challenge conditions and in dry and 80% relative humidity environment.
Test samples will be provided by the U.S. Army Soldier Systems Center,
U.S. Army Soldier and Biological Chemical Command, Natick, MA upon
contract award. A firm fixed price contract lasting three months is
planned. All deliveries shall be F.O.B. Destination to the U.S. Army
Soldier Systems Center, Natick, MA. The Government believes that this
contractor is the only source ableto provide the required services in
the required time frame. There are only five testing companies awarded
surety by the government to use chemical warfare agents that perform
sorption tests on chemical protective garments. Veridian is the only
company out of the five that provides the critical small-set testing
with closely designed procedures and prompt testing and reporting in
cooperation with the Soldier Systems Center. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. This notice represents the only official notice. There is
no solicitation document for this acquisition. Interested parties may
