Notice of intent to negotiate a sole-source purchase with Electric Research and Management, Inc. to redesign a multiwave system III. The multiwave system III shall be redesigned so that it will: (1) take waveform measurements for a work shift (7.5 hours or more) without a battery change, (2) lengthen its sampling window from 33.3 milliseconds to 133 milliseconds, (3) slow its waveform capture rate from 1 second to no more than 15 seconds and enlarge its memory card so that it can store the data collected over a work shift and (4) maintain or improve the performance of the present multiwave system III.
