OTS is statutorily permitted to offer benefit programs to its employees which are in addition to benefits available in the Federal Government. Through this synopsis, the OTS is seeking the services of a contractor to establish and administer a Premium Conversion Plan and Flexible Spending Accounts (FSA) program for approximately 1,260 employees. The program will cover current and future active full-time and part-time employees, and temporary employees. Solicitation number RFP-TOTC00017 will be issued on an unrestricted basis. The associated SIC is 8099 and the business size standard is $5M. OTS will award a contract containing a base year of 12 months with four (4) one-year each optional periods. The anticipated issuance date of the RFP is on or about August 21, 2000, with a closing date of September 21, 2000. The RFP, and any amendments, will be issued electronically through the EPS, www.eps.gov, at the Treasury Department_s page.
