The Defense Finance and Accounting Service (DFAS) has a requirement for services in support the Defense Integrated Military Human Resources System (DIMHRS), an integrated military personnel and pay system for Department of Defense (DoD). The services to be provided include technical, administrative and engineering support in areas which include, but is not limited to, Project Management, System Engineering, Information Technology, Cost Analysis Requirements Document, Life Cycle Cost Estimate, Economic Analysis, Acquisition Program Baseline, and Acquisition Strategy Reports. Primary place of performance is at the Contractor's' facility with short notice meetings held throughout the National Capital Region. DFAS intends to issue RFQ MDA210-00-Q-0028. In an effort to establish a Blanket Purchase Agreement (BPA). It is the intent of the BPA to secure discounts on a per-order and a cumulative basis throughout the life of the BPA. The period of performance for the BPA will be one (1) year with a potential for continuation for four (4) additional option years. Only Federal Supply Schedule holders will be considered for award. Specifically, DFAS seeks contractors under GSA Schedule 70, Special Item No. 132-51, Information Technology Services. The Government will award to the Contractor(s) whose proposal is determined to be the "best value" to the Government, price and other factors considered. The RFQ and Statement of Work (SOW), will be posted to the DFAS website, www.dfas.mil, on or about August 16, 2000. Instructions on submitting a proposal and/or questions are provided in the RFQ.
