COMMERCE BUSINESS DAILY ISSUE OF AUGUST 9,2000 PSA#2660 HARDWARE ACQUISITION AND MAINTENANCE SUPPORT The Department of Energy
(DOE) intends to negotiate and award a contract on a noncompetitive
basis to North American Access Technologies, Inc., (NAATI) for a
hardware upgrade of two 3M FaxXchange units for the Facsimile Broadcast
Messaging System (FBMS). This messaging system was developed for and
purchased by DOE from NAATI several years ago. Because of age and
usage, the hardware as is can no longer be maintained. The FBMS
contains almost 4,000 locations and a large address database. The
current units on hand are mission-critical to DOE's emergency
notificaiton systems and certain information will have to be
electronically transferred to new units without any interruption in
service. The system hardware will be upgraded by two state-of-the-art
FaxXchange units and an administrative console with 4 additional years
of maintenance. The proposed contract action is for supplies or
services for which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.302. Thisnotice-of intent
is not a request for competitive proposals. However, all proposals
received within 15 days after date of publication of this synopsis
(this timeframe supersedes that of Note 22) will be considered by the
Government. A determination by the Government not to compete this
proposed action based upon responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered for the purpose of determining whether to conduct a
