This is a combined synopsis/solicitation (NAFZK1-00-Q-0011) for
commercial items prepared in accordance with the format in FAR Subpart
12.6, Streamlined Procedures for Evaluation and Solicitation for
Commercial Items, as supplemented with additional information included
in this notice. The Wiesbaden Contracting Center, Germany intends to
procure one (1) used, four color, lithographic sheet-fed printing press
for delivery and installation at Pacific Stars & Stripes (PS&S)
newspaper in Tokyo, Japan and trade-in and removal of existing press
(Heidelberger, two (2) color SORMZ press 52 x 74 cm). The contractor
shall provide an on-site installation supervisor, supporting manpower
for installation and set-up of the four-color press, and removal of the
existing trade-in press. The contractor will provide transportation,
tools and all materials required to remove the trade-in press and
install the used press. Contractor will be provided on-site training
for operators, machinists, and electrician for not less than 5 days.
The used press should be not more than six (6) years old. Warranty will
include parts and labor for six (6) months after acceptance. The press
will have, as a minimum: a. One full set of rollers b. Mechanical
double sheet detector c. Over-run detector d. Static electricity
eliminator e. Automatic plates change over system f. Total impression
counter g. Pre-set sheet counter h. Powder pray anti set-off device i.
Delivery jam detector j. Plate hickey picker k. Dampener refrigeration
unit l. Vacuum rings at the delivery with an independent drive m. Sheet
hold down fans at delivery n. Remote control plate cylinder-running
register o. Sequencer control p. Safety monitor display q. Sheet
decurler r. Chrome plated plate, blanket and impression cylinders s.
Plate cylinder cocking t. Side lay adjustment system u. Ink key remote
with console v. Side lay sensor w. Plate changing system Offerors
shall have the ability to provide timely repair and maintenance at the
printing location and shall include in their offer, data detailing the
contractors repair service capability and their ability to respond to
emergency repair on short notice. Offerors are required to submit with
their offers detailed technical descriptions and illustrations of the
used press offered in order to enable a proper technical evaluation.
Offerors shall address each requirement. Solicitation is being issued
as a Request for Quote (RFQ) pursuant to FAR Subpart 13.5 Test Program
for Certain Commercial Items. This solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-07. Award will be made to the lowest price, technically
acceptable offer. The successful offeror will be required to accept the
purchase order in writing. Quotes are due not later than 23 AUG 00 at
1600 hrs, CET. Offerors shall submit quotes either via fax to +49 (611)

readable by Microsoft Word 97.The solicitation can be obtained by
request. Required delivery time for the used press shall be 60 days.
Offeror shall indicate in his offer his earliest time of delivery. FOB
