scope of work consists of but is not limited to updating the core
building electrical systems related to the branch power distribution.
This includes replacing interior panel components to provide
"operational" over-current protection devices for branch circuiting. In
addition, other key tasks associated with this project include the
installation of a new grounding riser system at each of the four core
electrical closets, replacement of bus-tap fuses, replacement of
transformer feeders, the installation of TVSS devices, panel load
testing and demolition of an abandoned generator. Proposals will be
evaluated on a go/no-go basis according the evaluations factors
contained in the solicitation. The estimated construction cost range of
the project is $1,000,000 -- $5,000,000. The Standard Industrial
Classification Code is 1731 with an average annual gross revenue of
$7.0 Million for the last three (3) years. In accordance with the Small
Business Competitiveness Demonstration Program, this procurement is
open to all business concerns, small, small woman-owned and small
minority-owned firms are strongly encouraged to participate. Therefore,
responses from large and small business concerns will be considered and
evaluated for selection. Consideration will be limited to firms having
an active production office within a 100 mile radius of the Cleveland
metropolitan area. In the event a large business is the awardee, an
acceptable Subcontracting Plan must be approved and accepted prior to
contact award. Large businesses shall be required to demonstrate a
proactive effort to have participation from small, small disadvantaged,
and small women-owned business concerns. Joint Ventures: joint ventures
or firm/consultant arrangements will be considered and must submit an
acceptable Joint venture agreement, which must be approved and accepted
prior to contact award. The solicitation issue date is on or about
August 22, 2000; the proposal due date is on or about September 21,
2000. There will be a mandatory pre-proposal conference on September 6,
2000. Any documents related to this procurement will be available via
the internet at the General Services Administration's world wide web
address: http://www.eps.gov. Contractors are responsible for
downloading their own copy of all documents, including the
solicitation, amendments, if any. Drawings can be obtained by faxing a
request to above point of contact, when the solicitation has been
downloaded from EPS. If a hard copy of the solicitation is necessary,
the request for the solicitation must be submitted in writing via
facsimile and should be received by the anticipated solicitation
issuance date and must reference the solicitation number provided
