Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, intends to award a sole source, firm-fixed-price
commercial contract to Klein Associates, Inc., Salem NH, for a firm
quantity of one each Klein 5000 Series Multi-Beam Side Scan Sonar with
an option quantity of five each. This sonar will be used to
demonstrate a capability for sea bottom characterization and
environmental data collection for the MCM/MHC class ships. The addition
of this capability will provide the war-fighter with an improved
ability to conduct peacetime route survey operations in tactically
significant littoral regions. Additionally, this commercial technology
shows great promise in providing digitally recorded sea floor
information and in the population of Mine Warfare (MIW) contact
databases for use by naval assets. This acquisition is unsuitable for
full and open competition for the following reasons: The side scan
sonar must simultaneously meet the following minimum critical operating
characteristics: (a) Along track resolution of 20 cm x 7.5 cm (b) 200
meter swath width at an operating speed of 12.5 knots at full
resolution (c) Ability to connect a responder (d) Operator selectable
pulse width (e) Side scan sonar operating depth must be 600 feet or
greater Government sonar engineers have conducted an extensive market
survey and literature search to determine which if any existing COTS
side scan sonar systems can meet these requirements. They have
determined that the Klein 5000 series multi-beam side scan sonar is the
only system capable of meeting all these requirements simultaneously.
Therefore, Klein Associates Inc. is the only known source capable of
