solicitation for commercial items. The standard industrial
classification code is 7372, Prepackaged Software, $18 million. This
serves as notice of intent to negotiate with ObjectWare Incorporated,
San Francisco, CA on a sole source basis in accordance with Federal
Acquisition Regulation 6.302-1, Only One Responsible Source and No
Other Supplies or Services will Satisfy Agency Requirements. The
offeror shall provide Productivity Package (8 User) plus annual
maintenance for one year. The Defense Logistics Agency Systems
Integration Office has responsibility for the development, maintenance,
and deployment of the Environmental Reporting Logistics System and
portions of the Hazardous Materials Information System. Visual Compare
and Repository Publisher are proprietary Commercial-Off-The-Shelf
software packages developed, maintained, and marketed solely by
ObjectWare Incorporated. The software development life cycle phases of
analysis, design, coding, testing, packaging and deploymentare
accomplished with the Sterling Computer-Aided Software Engineering tool
COOL:Gen. Encyclopedia-based COOL:Gen allows teams to share and reuse
data and design objects of any application models previously developed.
Once a model has been populated with data and design objects, a second
model for another project can be created with selective
copying/migration of objects from the first model. A development model
can seed a secondary model to be used as a test bed. When the
additions and corrections are proved out on the test bed model, the
objects can be migrated to a production model. Objects can take the
form of procedures, window interface, entities, and attributes. This
saving in time and effort can be in the form of a subsequent use of
processes, physical data structures, and windows with a uniform look
and feel. To support development, including version control and model
integrity, for the two systems, a third-party vendor tool is needed to
enhance the functionality of COOL:Gen. We use COOL:Gen from Computer
Associates as our development environment and need a tool set to
address two requirements, 1) system documentation and 2) change
control. System Documentation -- The tool set must be able to access
COOL:Gen encyclopedias directly and product documentation of our models
in a word processing document. The system documentation must include
both text and diagrams as it's output. The users must be able to
control and change the document lay-out as well as the content of the
documents. Change Control -- The tool set must also be able to compare
two versions of a model and show the changes between the models in
detail. For example we need the capability to compare two versions of
an Action Diagram and see the changes line by line. For information
