Anderson, Sole Proprietor under the authority of FAR 6.302-1 through solicitation number 6TSA-00-JMT-0122. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is to provide training for Air Force personnel in Air Reserve Component (ARC) operations, strategic planning & the employment of computerized tools for functional analysis. This training is to comply with the Department of Defense Total Force Policy, the Air Force Strategic Plan and National Defense Panel recommendations. Additional skill requirements include the ability to mine data archives & official publications for relevant information on personnel cost and productivity, participate actively in the development of analytical tools & models, prepare electronic briefings and reports & interface for purposes of coordination and liaison with personnel from the Office of the Secretary of Defense and Secretary of the Air Force. Travel is to include two trips to Fairchild AFB, WA, two trips to Scott AFB, IL and two trips to Offutt AFB, NE. Travel expenses will be billed at actual unburdened cost IAW Joint Travel Regulations. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All proposals received by 4:00 p.m., CST, 8/15/00 will be considered by the government.
