Manager -- Mines, Countermine and Demolitions (PM-MCD) intends to
acquire under the authority of FAR 6.302-1 Only One Responsible Source
and No Other Supplies or Services Will Satisfy Agency Requirements,
documentation of the ESMC PDRR system and component design. This effort
is a continuation of efforts under contract DAAB12-95-C-0020 and
includes study and analysis in the following areas: performance of
deployment simulations, trades studies, process updates, and system
engineering analysis addressing cost, risk, survivability and testing
of the ESMC. The ESMC consists of a reusable trailer and an expendable
reload. The reload is a self-contained ready to fire round, containing
a rocket motor, and an Explosive Neutralization System (ENS). The
rocket deploys the ENS across the minefield. The ENS is a net with
explosive shape charge munitions at each node, and is designed to
neutralize all surface and buried mines regardless of fuzing from a
safe standoff distance. This requirement is for a five-month contract
effort. The Government intends to award a sole source contract to BAE
