(202-482-1512) The NATO Consultation, Command and Control Agency
(NC3A)invites bids for the procurement of Satellite Communication
Services in support of SFOR and KFOR. The commercial SATCOM and
associated leased services required to support SFOR are: (a) A VSAT hub
located at Casteau, Belgium (SHAPE) and terminated on the NATO owned
and operated IDNX/PROMINA Node 2 within SCC; (b) A VSAT hub located at
Butmir Camp, Sarajevo and terminated on the NATO owned IDNX/PROMINA
Node 9 within Building 103; (c) A VSAT node located at each of the
following and terminated as indicated: (1) MND North, Tuzla on the NATO
owned IDNX/PROMINA Mode 40. (2)MND South East, Mostar on the NATO owned
IDNX/PROMINA Node 38. (3) MND South West, Banja Luka on the NATO owned
IDNX/PROMINA Node 39. (4) Camp Commanche, near Tuzla on the NATO owned
IDNX/PROMINA Node 30. (d) These VSAT hubs and nodes are to be
interconnected by SATCOM links as follows: (1) An E1 equivalent 2 Mbps
link between the hub at Casteau and the hub at Butmir Camp. (2) A 512
Kbps full duplex link between the hub at Butmir and each of the nodes
at the three MNDs and Camp Commanche. The commercial SATCOM and
associated leased services required to support KFOR are: (a) A VSAT hub
located at Casteau, Belgium and terminated on the NATO owned and
operated IDNX/PROMINA Node 2 within the SCC, this could be the same hub
as that provided to support SFOR and detailed above. (b) A VSAT hub, a
200 extension PABX and a Bandwidth Manager located at KFOR Rear,
Skopje. (c) A VSAT node, a PABX and a Bandwidth Manager 800 located at
each of the following: (1) KFOR Main, Pristina (512 subscribers). (2)
MNB North, Mitrovica (30 subscribers). (3) MNB East, Urosevac (30
subscribers). (4) MNB South, Prizren (30 subscribers). (5) MNB West,
Pec (30 subscribers). (6) COMMZ West, Durres (96 subscribers). (d)
These VSAT hubs and nodes are to be interconnected by SATCOM links as
follows: (1) An E1 equilavent 2 Mbps link between the node at Pristina
and each of the hubs at Casteau an Skopje. (2) A 256 Kbps full duples
kink between the hub at Casteau and each of the nodes at the four MNBs
and COMMZ(W). (3) A 512 Kbps full duplex link between the hub at Skopje
and each of the nodes at the four MNBs and COMMZ(W). KFOR Digital Line
Of Site Requirement. (1) A 30 extension PABX and a Bandwidth Manager
located at each of the following and connected to the NATO owned
Digital-Line-of-Sight (DLOS)installation at that site: (a) MNB Center,
Pristina; (b) Greek Forces Support Unit (GFSU), Polje(nr Pristina);
(c)Combined Press Information Center (CPIC), Pristina (d) APOD,
Pristina Airport. Operate and maintain the NATO owned DLOS network,
including the network management system, comprising the following
links: (a) KFOR Main to KFOR Rear via the Repeater Site at Mt. Ramno;
(b) KFOR Main to MNB Center; (c) KFOR Main t GFSU; (d) KFOR Main t
CPIC; (e) KFOR Mainto APOD via the Repeater Site at Mt. Goles; (f)
COMMZ(W) to Durres PTT Building via the Repeater Site at the
Ambassador's Residency. Prospective bidders should must have
appropriate storage and handling clearances in order to handle and
store material at the NATO SECRET level. All US applicants must be
certified by the U.S. Department of Commerce, Office of
