The Air Force Services Agency in San Antonio, Texas is exploring the possibility of contracting or franchising with a national casual dining theme restaurant chain. This Request for Information is extended to those national casual theme restaurant chains that would be interested in operating a facility on Sheppard AFB, Texas. Sheppard AFB, located in Wichita Falls, Texas, provides technical and flying training to military, civilian and allied students. Each year more than 60,000 students attend training ranging from several days to eight months duration. Additionally, the support staff, retirees, and base visitors increase the number of personnel at Sheppard AFB by another 20,000. This facility would be operated in an existing facility and new construction will not be required although some renovation may be required. If your firm is interested, please provide available information regarding your firm and financial requirements to the AFNAF Purchasing Office not later than 8 September 00. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information solicited. No entitlement for payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. No response will be forthcoming to the respondents of this notice. This is a nonappropriated fund requirement and does not involve funds of the United States Government. These funds are generated by the military community through sales of goods and services and the collection of fees and charges for participation in military community programs.
