plans to issue a Purchase Order for: 1. Primary Sponsorship, Fourteenth
International Conference on Applied Geologic Remote Sensing on November
6-8, 2000 in Las Vegas, Nevada. Conference -- This international
conference primarily focuses on geologic remote sening and digital
integration of information, with special emphasis on mineral and
hydrocarbon exploration, operations support, and environmental and
engineering projects. The effective stewardship of scarce resources
requires timely and accuarate information by all concerned parties.
Advances in geospatial technologies, including remote sensing, spatial
and temporal data analysis, decision support systems, and
implementation strategies, have the potential to satisfy this need. The
communication mechnanisms between researchers, commercial geospatial
technology sectors, and government descision makers at all levels are
presently underdeleloped. 2. Primary Sponsorship, First International
Global Disaster Information Network Technology Conference in October
2000, located in Hawaii. Conference -- Every year natural and man-made
disasters take a tragic and devastating toll on people, property,
trade and the environment in the Pacific and around the globe with
ever-larger scope and impact. The conceopt of a Global Disaster
Information Network (GDIN) is to take advantage of ongoing advances in
new data and information resources, communication, analysis, and
associated information technologies to foster the sharing of data,
information, and knowledge supporting all phases of emergency
management across political and organizational boundaries. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/HQ plans to award this Purchase Order on a sole
source basis to Veridian/ERIM International. These conferences
demonstrate the contributions of remote sensing as a practical tool for
mineral exploration, petroleum exploration, management and mitigation
of geological hazards, mapping, archaeology, and other applications.
Identify the information, systems, and techniques required to monitor
operational activities for the purpose of controlling and mitigating
pollution. To make participants aware of what actions are already being
taken and what capabilities exist in the Pacific and elsewhere to build
disaster information networks. To foster connections and personal
networks and specific transactions among those interested in building
regional disaster centers or networks. Provide a forum to demonstrate
the practical uses and value of information technology, products, tools
and services and share users' experience. The Government intends to
acquire a commercial item using FAR Part 12. See Note 26. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on August 29, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after August 29, 2000, or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. Questions regarding this acquisition must be submitted
in writing no later than August 21, 2000. Quoters shall provide the
information required by FAR 52.212.1. Oral communications ARE NOT
acceptable in response to this notice. OMBUDSMAN STATEMENT REQUIRED] An
Ombudsman has been appointed. See NASA Specific Note "B". Any
