is a combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request For Proposal (RFP), solicitation number F0561100R0522.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-19. The
Standard Industrial Classification Number is 7389 and the business size
standard is $5M. The proposed contract is set aside for small
businesses. Women owned businesses are encouraged to submit quotes. The
magnitude of the project is estimated to be between $250,000 and
$400,000. The United States Air Force Academy, CO has a contracting
requirement to design/build, or procure, and install exhibits and
signage in the USAF Academy Visitor Center, Building 2346, Academy Dr.,
USAF Academy, Colorado Springs, Colorado 80840. The contractor shall
provide all personnel, equipment, transportation, tools, materials,
supervision/ project management, and other items or services necessary
to remove existing cabinets display cases, design/build, or procure,
and install designated exhibits and signage identified under 27 line
items. Existing cabinets/displays may be refurbished and/or
incorporated in new exhibits. Any existing exhibit contents not
utilized in the new exhibits remain the property of the Academy. The
contractor shall develop specifications for approval, procurement and
installation of all exhibits based on Exhibit Plan concept drawings,
floor plans, and the USAFA Interior Design Standards, which will be
provided at the scheduled site visit or subsequently upon request.
Exhibits include fixed, relocatable, multi-media, and interactive
types. Exhibits shall include all graphic design/production, photo
reproduction and or shooting, text research/writing, manufacturing
engineering, assembly and project management. Include procurement and
installation of all software, created databases and purchase/install of
hardware for multi-media stations and touch-screen information systems.
Design: The contractor is responsible for the design and
material/fabrication specifications for the new exhibits. The intent of
this design work is to provide new exhibits that are 'high tech' in
image, match the Academy aesthetic and tastefully (yet boldly) portray
the mission of the United States Air Force Academy. The Academy
requires exhibits that reflect the quality of programs and facilities
on campus. The following two documents shall be used as the basis for
the design work for this requirement, The USAFA Interior Design
Standards and the Exhibit Plan. The Interior Design Standards are
intended to provide information related to material, color, and
detailing. These standards were not intended for the design of the
exhibits, but shall be used as a basic design guide. The Exhibit Plan
shall be used to define the thematic content and its location within
the center. Contractors may submit proposals based on the concepts
provided in the Exhibit Plan or propose alternatives for each of the 27
contract line numbers(CLIN). Note that due to the relatively dark space
assigned to the exhibits in the center, the Academy expects that new
exhibits will be colorful and vibrant, attracting people entering the
building to the exhibit area. Color and design must match Academy
standards. No part, material or system included in the design shall be
a sole source or proprietary item. All components and systems will be
designed so that Academy staff can maintain the exhibits or make
changes to them with no requirement to return to the contractor.
Exhibits must be durable, washable surfaces and user/children friendly.
Fabrication: The selected contractor shall fabricate and install all
exhibits to industry standards and to the satisfaction of government
inspectors based on approved drawings and specifications (andany other
materials submitted in the design process). Fabrication materials
shall be of high quality and workmanship. The contractor is responsible
for verifying all space requirements including all dimensions to assure
accurate fit of all components. The contractor is also responsible for
all interfaces with existing infrastructure and ensuring that the
exhibits are fully operational after fabrication and installation.
Special Consideration: It should be noted that the Academy has
initiated a separate project to provide new finishes, lighting and
electrical service in support of the new exhibits. The Academy project
shall began in the fall of 2000 and completed over several months.
Finishes and color schemes will be available for review and
coordination on the exhibit designs. Actual installation of new
exhibits will coincide with completion of building construction work

Contractors are encouraged to use the Standard Form 1449 as the first
page of their offer/bid/quote and completely provide the requested data
for all blocks. If you choose NOT to use the Standard Form 1449, you
are cautioned to complete and provide with your written offer/quote/bid
all the data requested by FAR 52.212-1. Failure to do so may render
your offer/quote/bid as non-responsive and may eliminate you from
consideration for award. The clause at FAR 52.212-1 with addenda
applies to this solicitation; Atch 1 Exhibit Plan, Atch 2 USAF Interior
Guidelines, Atch 3 Floor Plan, Atch 4 Wage Determination NO. 94-2079,
REV 14, dated 06/28/2000. The provision at FAR 52.212-2 Evaluation --
Commercial Items(January 1999) applies to this acquisition with all
offers being evaluated against the following factors. The Government
plans to award a firm fixed price contract without discussions (but
reserves right to hold discussions) resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The Government will use a technically acceptable,
performance price tradeoff source selection technique. In addition to
a completed SF Form 1449(or equal), three past performance references,
and a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, the contractor
shall submit a technical proposal, which shall be limited to 50 pages
and shall include conceptual drawings, catalogue cut sheets, product
descriptions, any express warranties, and any other information needed
so that the government can determine quality, detailing and overall
image. The awardee will subsequently be required to submit full written
specifications and color boards containing material samples and color
finishes for approval prior to construction/ procurement of exhibit
components. The proposal shall provide an estimated timeline for the
exhibit fabrication and installation and include the price for each of
the 27 exhibit/signage requirements and total contract line number
(CLIN) price. The contractors technical proposal will be evaluated on
a pass/fail basis to determine if it meets the desired quality of
materials and design; reflects the design qualities of other Academy
Facilities, and portrays the required information in a manner that
conforms to the solicitation. Only the proposals determined to be
technically acceptable will then be evaluated based upon Past
Performance and Price. Past Performance is approximately equal to
Price. This will be determined by comparing differences in each
offeror's past performance and experience in similar exhibit
applications with differences in price to the government. In making
this comparison, the government is just as concerned with excellent
past performance and experience as it is with making an award at the
lowest overall price to the government. The contractor shall provide
three references indicative of the prime or sub contractor's
performance of projects similar in scope and magnitude during the three
year period August 1997 through August 2000. References shall include
point of contact's name, current phone number and address. The
Government reserves the right to obtain and evaluate other relevant
past performance information deemed appropriate. The Government will
contact the references to obtain information pertaining to the
following attributes: quality of service, schedule, business relations,
and management of key personnel. Past performance will subsequently be
reviewed and assigned an adjective rating of excellent, good, neutral,
marginal or poor based on the perceived degree of risk associated with
the contractor's ability to perform the required effort. The
Government will then assess each offeror's total contract line number
(CLIN) price, to determine reasonableness. Price will be considered in
performing an integrated assessment leading to selection of a
successful offeror. Since past performance and experience are
approximately equal to price, the government reserves the right to
select a contractor at other than the lowest price. Proposals that are
unrealistic in terms of price may be rejected. The clause FAR
