PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this personal services contract position is to assist the Narcotics Affairs Section (NAS) of the American Embassy in Lima, Peru, in implementing the bilateral U.S. government (USG) and Government of Peru (GOP) narcotics control project, by proving the field training and guidance to the Peruvian National Police (PNP) at regional locations. The primary recipient of these services will be the counter narcotics police, DINANDRO, will also be included. The contractor shall reside in Lima, but spend at least 50 percent of his/her time deployed forward. II. Scope of Work: The Contractor shall: Under the direction fo the Police Advisor, coordinate and monitor the NAS counter narcotics law enforcement project support for the Peruvian National Police, counter narcotics Directorate (DINANDRO). The Police Field Advisor will be responsible for coordinating project implementation at forward operating locations, specifically with regard to the following: Advise and assist in the development of training curricula to update and standardize the operation skills of the Peruvian tactical counter narcotics units (DIOTADS and UOTADS). Advise and assist the police units in developing individual in-service training programs to maintain skill and proficiency of their personnel. Assist in the development of a DINANDRO operational field training element, to sustain its own in-service training. Assist in the management and preparation of training courses to be provided/conducted by other USG agencies (MAAG, US Customs, State or Local Police) for base personnel. Monitor/proctor such courses to facilitate instruction. Prepare and conduct training on specific subjects as required to address needs/shortfalls. Specific needs are in the areas of management of informants, narcotics case development, management of intelligence, collection of evidence, and operational techniques. Provide assistance in matching resources to intelligence requirements. Assist in determining logistical requirements to support ongoing operations and training in coordination with the Police Advisor, area commanders, and DINANDRO logistics. In conjunction with the Police Advisor establish a comprehensive organization table of police units, showing their staffing patterns and equipment requirements. This will enable NAS to distribute resources equitably and logically, to help units performing counter narcotics work to accomplish their mission. Assist in determining construction requirements (new and/or upgrades) at the bases, and advise police advisor. Monitor infrastructure as required to ensure compliance with approved plans. Through continuous oversight, provide end-use monitoring to ensure that USG-provided equipment and assistance are effectively utilized and that there is no waste, fraud or mismanagement. Assist in coordinating joint operations and training with DINANDRO and DIVANDRO (regional narcotics police) and other relevant GOP and USG entities where cooperations and shared resources are in the best interest of accomplishing the counter narcotics mission. Instruct base personnel on operational security matters, including document handling, communications security, and general security awareness. Conduct security assessments of installations in operational areas, and provide recommendations for security upgrades. When requested by the PNP, conduct threat assessments of operational areas, and provide recommendations to protect police active in those areas. Coordinate NAS support for counter narcotics operations at the field level. Provide coordination and oversight to enhance operational success and ensure that NAS resources are used maximum efficiency. Provide continuous information and evaluation on local PNP performance to the SeniorPolice Advisor. At the direction of the Senior Police Advisor, disburse grant funds to suppor specific purchase as necessary to achieve operational objectives. Document expenditures for processing through NAS Administrative section. III. Desired Qualifications: Applicant must be a U.S. citizen, subject to State Department security clearance procedures. Bachelor's degree from an accredited institution, or equivalent (i.e., Associates degree with 5 years related experience in international affairs, international development, project management, or public administration is required). At least 10 years of prior work experience in law enforcement of the military, with progressively expanding levels of responsibility, is required. Three years experience in counter narcotics operations; specific experience in intelligence management or planning, execution and evaluation of field CN operations is desirable. Experience as a trainer or instructor is highly desired. Some knowledge of program management is necessary. Prior experience as a Program Manager is highly desired. Spanish fluency at the 3/3 level is required. Experience working with host country military or police officials. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate they possess the knowledge, skills, abilities and other characteristics described below: Knowledge of and skill in using information management systems (including word processing, accounting, data base management and graphic applications) is required. Familiarity with U.S. embassy operations and USG regulations is desirable. Knowledge of counter narcotics programs is highly desirable. Two years of prior overseas experience is desirable, which ideally would include experience working with host country police officials. Experience in jungle operations is required. Knowledge of Peru of the Andean Region is desirable. Knowledge of basic accounting is highly desirable. Applicants must be in good health, and able to pass a State Department physical examination. They must be willing to work at least 50 percent of the time in and around Peru's tropical central valleys, living in temporary and often hardship quarters at forward operating locations. V.
