CONTINUED TELECOMMUNICATION OPERATIONS FROM WILLIAMS COMMUNICATIONS, LLC. The United States Department of Agricultural (USDA), Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs -- Business Site (MRP-BS), Specialized Contracting Services Center (SCSC), intends to enter into a Sole Source, Performance Based Service Maintenance Contract for one (1) base year beginning October 1, 2000 -- September 30, 2001, and four (4) option years from October 1, 2001 -- September 30, 2005, with Williams Communications. The intended contract will be in support of continued telecommunication operations for The United States Department of Agricultural (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) and Veterinary Services (VS), located at the International Miami Airport, Miami, Florida. Williams Communications Solutions, LLC, (Williams), owns and operates a "State-of-the-Art" fiber optic based Shared Airport Tenant Service's (SATS) Enterprise Network at Miami International Airport (MIA). Williams owns and operates the MIA SATS Enterprise Network subject to a contract with Miami-Dade County Aviation Department (DCAD) awarded in 1982 through a competitive RFP process. Miami-Dade County renewed the contract in June, 1990, via resolution R-788-90 and the County's last renewal option under the contract expires February 7, 2002. This requirement is determined to be under Standard Industrial Code (SIC) 7379. The incumbent has provided access to the Local Area Network (LAN) infrastructure at the various APHIS offices at the MIA, for maintenance of the existing cabling infrastructure. Any vendor that can satisfy this requirement must provide support for having access the MIA by Dade County. In addition any vendor that can satisfy this requirement must also include the following for evaluation by the Contracting Officer: (1) Company Name and address; (2) Company contact Name and telephone number; (3) If available, any available contracting vehicles such as Federal Supply Schedules (FSS), Government Wide Acquisition Contracts (GWAC) or existing Federal Contracts that can satisfy this requirement; (4) Business Status (Large, Small, Small Women-Owned, Disadvantaged, Veterans status, etc..); (5) Tax Identification Number (TIN); and (6) Company Capability Statement. The Government does not intend to pay for any information provided in response to this synopsis. Responses to this synopsis WILL NOT result in a bidders list. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
