S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH R2 RESOURCE CONSULTANTS. Notice of intent to negotiate a sole source contract with R2 Resource Consultants (R2) for the National Marine Fisheries Service. Purpose of contract is to serve as/and provide technical support/expert witness for potential enforcement actions under the Endangered Species Act (ESA). Technical support will consist of preparing a declaration by vendor's principal concerning instream flow requirements in the Lemhi River for spring/summer chinook salmon. Enforcement action by the NMFS may be required in very near term to prevent or halt unauthorized take of threatened species caused by irrigation diversions in the Lemhi.
