Standards and Technology (NIST) intends to negotiate on a sole source
basis with the International Trade Center of Washington, D.C., for
meeting space and food service for the Small Manufacturer National
Manufacturing Summit on March 28-29, 2001. The Summit is in conjunction
with Capitol Hill events and the International Trade Center is the only
venue with enough space on the dates required. On March 28, 2001, the
contractor shall provide an office for 10 people and a registration
area furnished with six 6-foot tables from 7:30 a.m. to 5:00 p.m. In
addition, the contractor shall provide space for a reception from 6
p.m. to 10 p.m. On March 29, 2001, the contractor shall provide a
reception area furnished with six 6-foot tables from 6:00 a.m. to 6:00
p.m.; a meeting space for 350, set classroom style, from 8:00 a.m. to
5:00 p.m.; and three break-out rooms for 100, set theater style, from
10:00 a.m. to 2:00 p.m.. The contractor shall also provide food
service on March 28, 2001, for 350 during the reception from 6:00 p.m.
to 10:00 p.m.. In addition, food service shall be provided on March
29, 2001, for a continental breakfast for 300, breakfast for 140, a
luncheon for 350, a morning break for 350 and an afternoon break for
350. FAR clauses and provisions referenced in this announcement may be

authorized by Federal Acquisition Regulation (FAR) Part 13-Simplified
Acquisition Procedures. The proposed requirement is for supplies or
services for which the Government intends to solicit and negotiate with
one lone responsible source under authority of FAR 13.106-1 (b),
Soliciting From a Single Source. The procurement document and
incorporated provisions are those in effect through Federal Acquisition
Circular 97-19. FAR 52.212-1 Instruction to Offerors -- Commercial
Items, is applicable to this acquisition. The clause at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items, applies to this
acquisition. Also, the clause at 52.212.5, Contract Terms & Conditions
Required to Implement Statues or Executive Orders-Commercial Items,
applies to this acquisition, including paragraph (b), subparagraphs
(11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15)
52.222-37, (16) 52.225-3, and (19) 52.225-13. The Government
anticipates the award of a firm-fixed priced purchase order. Interested
persons may identify their interest and capability to respond to the
requirement. This notice of intent is not a request for competitive
quotations. A Request for Quotation (RFQ) package is not available.
This action is unrestricted. The Standard Industrial Code (SIC) is 7011
