66 -- ULTRA-HIGH SPEED FLOW CYTOMETER SYSTEM SOL 263-00-P-(AB) -- 0049 DUE 082500 POC Ann Bryant, Contract Specialist, 301/402-3080 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 263-00-P-(AB)-0049 and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 97-17. The standard industrial code (SIC) is 5047 and the business size is 500 employees. The National Institutes of Health, National Institutes of Aging, Gerontology Research Center, Baltimore, MD, has a requirement to acquire one (1) each Ultra-High Speed Flow Cytomerter. The NIH intends to contract with Cytomation, Inc., 400 E. Horsetooth Rd., Ft. Collins, CO. 80525, the only known source, under the authority of FAR 6.302-1 for these particular equipment. The equipment shall include, but not be limited to, the following: MoFlo Ultra High Speed Flow Cytometer with module, bench, scatter detector, photomultiplier tubes, focusing lens, electronics, look-up tables, monitors, workstation with software, oscilloscope, sorting system, lasers, and heat exchanger. The contractor shall deliver the equipment within one hundred, twenty (120) calendar days after date of contract award. The Government will evaluate based on F.O.B. Destination and acceptance at (Baltimore, Maryland) and the requirements of FAR 52.214-21 "Descriptive Literature" apply. Proposals/Information provided must demonstrate the equipment's ability to meet the specifications described herein. FAR provisions 52.212-1 Instructions to Offerors-Commercial, applies to this acquisition. Award will be made to the technically acceptable low offer. A completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, is required as part of the offer. The clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The Contractor will be paid following delivery, and acceptance of the equipment. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. A determination by the Government not to compete with this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
