NASA/GSFC plans to issue a Request for Quotation (RFQ) for two (2) RD-69 Disdrometers including transducer, processor, 10M power cord and styrofoam cones and two (2) ADA-90 analyzers including software for PC, power cord, and instruction manual. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Distromet LTD., Basel, Switzerland. The RD-69 Distrometer, used to measure raindrop size distribution, is a highly specialized scientific instrument and Distromet LTD is the unique manufacturer of this devise. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 31, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
