This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-00-R-0145 is hereby issued as a request for Proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 and DCN 20000627. The Standard Industrial Classification Code for this procurement is 3829 and the size standard is 500 employees. This requirement is for the following: CLIN 0001 Flight Follower System, Brand Name or Equal, DRS Hadland, Inc. Part Number 106-100-00 manufactured to meet the following salient characteristics: The Projectile Flight Follower is to fulfill the requirement during ballistic testing to optically track and record images of fast projectiles in flight. The system will incorporate a Government-furnished Kodak HRC 1000 high speed video system to record high resolution video images over an extended distance. The primary salient characteristic of the Projectile Flight Follower system is that it shall permit recording of high resolution video images of direct fire projectiles traveling at 1500 meters per second over a minimum path length of 100 meters. The operator is to be capable of adjusting the system so that longer or shorter path lengths can be captured. Standard commercial operations and maintenance manuals are required as applicable. Delivery is required F.O.B. Fallbrook, CA within six months after award. Final inspection will be at Fallbrook, CA. Selection for award will be based on past performance and price. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm-fixed-price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government.
