66 -- BATTERY-OPERATED, WRIST-WORN ACTIVITY MONITOR/ RECORDER WITH RATING SCALE SOL 2000-031 DUE 083000 POC Brenda Goodwin, 304/285-5882; Contracting Officer, Rex S. Wolfe, Jr., 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation (RFQ) No.2000-031. This procurement is being issued unrestricted. The Standard Industrial Classification is 3829 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. The Engineering and Control Technology Branch (E&CTB) of the Health Effects Laboratory Division (HELD) of the National Institute for Occupational Safety and Health (NIOSH), Morgantown, WV, requires an integrated, small, light-weight, battery-operated wrist-wearable device that is capable of monitoring the activity-level of the wearer; allowing the wearer to enter ratings of his or her perceptions of the perceived intensity of such activity at audio-cued, user-selectable intervals, and recording and storing the activity information and ratings for subsequent download as an ASCII file to a PC computer. THE GOVERNMENT'S BASIC REQUIREMENT IS FOR 18 UNITS, WITH AN OPTION TO PURCHASE AN ADDITIONAL 10 UNITS WITHIN THE NEXT 12 MONTHS. SPECIFICATIONS AND REQUIREMENTS: PHYSICAL CONFIGURATION: (1) Activity monitoring sensors must be waterproof and be capable of being attached in such a way as to permit the monitoring and recording of activity at the wrist. (2) The weight of the monitor/recorder must be less than 1 ounce (inclusive of battery). (3) The size (exclusive of the wrist band attachment) must be small: equal to or less than 1.5 inches square. (4) The design must be compatible with comfortable use during extended periods (equal to or greater than 9 hours) of monitoring/recording on the wrist. (5) The design must be sufficiently rugged to enable it to be used by operators working in industrial settings. POWER SOURCE: The device must be battery operated using a long-lived, commonly available battery that is user-replaceable. WEARER INPUT, CUING, AND EVENT MARKING: (1) A means of enabling the wearer to input self-rating scores of from 1 -- 10 must be incorporated and integrated into the device; such ratings, and the time they were input, must be recorded and be downloadable to a PC computer along with the activity data. (2) Auditory cuing intervals, user-selectable to at least 1/4-minute increments (to notify the wearer when a rating must be entered), must be provided. ACTIVITY MONITORING/RECORDING: (1) Activity monitoring capabilities must be accurately and reliably recordable from active individuals performing simulated or actual physical labor in laboratory or industrial environments (e.g., lifting tasks) throughout the range of 0 to at least 64K counts per interval. (2) Activity counts must be recorded with a resolution equal to or less than 1 msec and accuracy of equal to or less than plus or minus 1 msec. (3) Sensitivity to movement activity must be at least 0.01 g (acceleration). (4) User selectable monitoring/recording intervals for recording activity with the following options: at least two options for monitoring/recording at intervals less than 1 minute (with at least one at equal to or less than 15 seconds); and at least four options for monitoring/recording at intervals ranging from 1 to 15 minutes. (5) The monitor/recorder must be capable of sampling at equal to or greater than 30 Hz. Outputs are to be in terms of the total number of activities recorded per interval. SOFTWARE, DOCUMENTATION, AND INSTRUCTIONS: (1) Appropriate software, hardware (e.g., reader interface, if required)and a data transfer cable at least 4 feet in length must be provided to enable all activity data and ratings to be easily downloaded to a PC computer as an ASCII file via a serial port. (2) The software, once installed on a PC computer, must be able to provide the capability to compute and graphically display elementary descriptive information. (3) The software must be Windows 98-compatible. (4) Complete user documentation to support all hardware assembly; and all software installation, data downloading, data reduction, plotting, and any possible analyses that are included must be provided. EVALUATION FACTORS: Offers will be evaluated for technical compliance with the specifications. Information provided must demonstrate the system's ability to meet the stated Technical Criteria (specification). Additional Critical Evaluation Considerations: (1) The capability to reliably and accurately record the measures cited from humans performing vigorous physical activity over extended periods in laboratory and/or industrial settings is a critical evaluation criterion. Accordingly, the offeror will (a) provide or identify (i.e., provide complete bibliographic references to) two or more scientific, engineering, or research papers that have appeared subsequent to 1995 wherein this requirement has been met while using the vendor's products, and (b) identify a current means of contacting one of the authors associated with at least two of the papers cited (i.e., provide a current phone number and/or e-mail address). (2) A full warranty that the system and its components will perform to the level cited in the specifications for a period of at least 1 year subsequent to the date of delivery is required; and that equipment that fails to perform in this manner during this period may be returned to the vendor and repaired or replaced by the vendor to the purchaser within two weeks of receipt at no cost to the purchaser. Purchaser will pay for return shipping of defective or malfunctioning component(s) to the vendor; vendor will pay for shipping of repaired or replacement component(s) to the purchaser via the same mode of transportation. (3) As a minimum, technical support must be accessible during the hours of 12:00 noon through 3:00 p.m. EST at no cost for a period of at least 1 year subsequent to the date of delivery. The Government will evaluate optional items by adding the total price for the optional quantity to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option. Offerors shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia). The Government desires delivery within 60 days after award of contract . The Government anticipates one award to the responsive, responsible offeror whose proposal is considered most advantageous to the Government.
