This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation 53SBNB060141 is issued as a Request for Quotation (RFQ) using FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This action is not restricted to small businesses. The Standard Industrial Classification (SIC) code is 3571 and the size standard is 1,000. The National Institute of Standards & Technology (NIST) intends to obtain Mainframe-to-Ethernet TCP/IP controller (Bus-Tech Netshuttle 140, or equivalent). The Contract Line Item Number (CLIN), quantities, and unit of issues are as follows: CLIN 0001- One (1) Mainframe-to-Ethernet TCP/IP controller (Bus-Tech Netshuttle 140, or equivalent) with the following specifications: (1) the device shall provide connection between an existing IBM ES/9000 9221-191 mainframe computer system and an existing Ethernet local area network; (2) the mainframe connection shall consist of one Escon channel interface and one parallel (bus and tag) channel interface; (3) the parallel channel interface shall support a 4.5 Mbyte/sec data streaming channel. Both channel interfaces shall conform to IBM System/390 channel interface specifications; (4) network connectivity shall consist of four Ethernet (10/100 Mbit/sec) interfaces terminating in RJ-45 plugs; (5) Electrical power: 120 VAC, single phase, 60 Hz; (6) the device shall fit into a standard EIA 19" rack; (7) Physical dimensions shall not exceed 7.0" H x 17" W x 26" L; (8) the device shall support the IBM TCP/IP for VM/ESA (Version 2.2 or later) host protocol stack; (9) the device shall include the Microsoft Internet Information Server (IIS) web server software. Delivery for CLIN 0001 shall be accomplished within 45 days after receipt of order (ARO). CLIN 0002 Warranty. The Government requires a 12 month warranty on all parts for CLIN 0001. FAR 52.247-34, FOB Destination applies to CLIN 0001. Delivery location is National Institute of Standards and Technology, 100 Bureau Drive, Building 301, Shipping & Receiving, Gaithersburg, MD, 20899-0001. The provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items are applicable to this acquisition. The Government shall make award to one quoter. The award will be made to the responsible technically acceptable lowest price quote. Quoters shall submit 1) Two copies of quotation; 2) Two copies of technical description of the item(s) being offered to satisfy CLIN 0001 requirements in sufficient detail to evaluate compliance with the requirements in this solicitation for CLIN 0001 and a copy of the terms and conditions of any proposed warranties; 3) Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote.
