99 -- ADMINISTRATIVE EFFORT FOR TELEVISION PROGRAMMING SOL MDA113-00-R-0014 DUE 091500 POC Fayette S. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for administrative effort required to authorize Broadcast Rights for the Armed Forces Radio and Television (AFRTS), who holds the International Distribution Rights to the programs to be acquired. The Standard Industry Code is 7812 and the Small Business Size Standard is $21.5. The Request for Proposal number for this acquisition is for MDA113-00-R-0014. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-18 (Initial Effective 6 Jul 00). This is a sole source requirement being pursued with Buena Vista Non Theatrical in accordance with FAR 6.302-1. Only one responsible source and no other suppliesor services will satisfy agency requirements. There are five (5) contract line items, each covering a one-year period as follows for the Armed Forces Radio and Television Service who holds the International Distribution Rights to the programs to be acquired: CLIN 0001 -- Basic Year: 01 Oct 2000 -- 30 SEP 2001 CLIN 0002 -- Option One: 01 Oct 2001 -- 30 Sep 2002 CLIN 0003 -- Option Two: 01 Oct 2002 -- 30 Sep 2003 CLIN 0004 -- Option Three: 01 Oct 2003 -- 30 SEP 2004 CLIN 0005 -- Option Four: 01 Oct 2004 -- 30 SEP 2000 DESCRIPTION/SPECS/WORK STATEMENT -- 1. SCOPE. The Contractor shall provide administrative effort required to authorize broadcast rights of Buena Vista Non Theatrical Inc programming for the Armed Forces Radio and Television (AFRTS) to reproduce and distribute television programming, provide AFRTS live transmission (Feeds) or videotape copies of authorized programs and provide continuing service/lease of terminal equipment and interconnection to provide AFRTS with the network affiliate information wire service in accordance with the specifications contained under 52.212-4 of this solicitation, to the Armed Forces Radio and Television Service (AFRTS, a Department of Defense activity) and grant AFRTS-affiliated outlets the right to broadcast these programs outside the continental United States." 2. AFRTS AND ITS OPERATION 2.1. The term Armed Forces Radio and Television Service (AFRTS) refers to the Armed Forces Radio and Television Service Broadcast Center (AFRTS-BC), located in Southern California and all Department of Defense (DoD) networks, stations, outlets, ships and locations which receive, broadcast or relay AFRTS program material by closed-circuit systems. A list of all manned AFRTS networks/stations/outlets which currently broadcast over-the-air is attached. The list is subject to change from time to time. 2.2. Distribution of all programming is non-commercial, non-profit, and royalty-free. The service is intended strictly for use by DoD personnel and theirfamily members stationed outside the continental U.S. and on ships at sea. Responses to this notice shall be in writing and make reference to this RFP.
